Chicago mob boss Rocca engineers the release of Lester M. “Baby Face Nelson” Gillis [Mickey Rooney] from Joliet, hoping to hire him to kill a labor organizer. Gillis refuses, preferring to work with Rocca’s gang on robberies instead. He meets mob moll Sue Nelson [Carolyn Jones], and the pair quickly spark a relationship. When police burst into his hotel room, they uncover a gun Rocca planted to frame Gillis for the labor leader’s murder. Gillis swears revenge, escapes with Sue’s help, and then guns down Rocca and two henchmen, adopting Sue’s surname as an alias.

In a pharmacy holdup, Gillis is wounded by a gunshot. He seeks help from Doc Saunders [Cedric Hardwicke], whose patients include America’s most wanted criminal, John Dillinger [Leo Gordon]. With a new nickname—Baby Face Nelson—he joins up with Dillinger and soon becomes the FBI’s second-most wanted man.

The rampage continues as the ruthless Baby Face Nelson goes on a killing spree, including innocent motorists to steal cars. He chafes at not being the top dog beside Dillinger, but after the arch-criminal is shot in Chicago, the mantle passes to him. He commits multiple murders, even killing Doc in a fit of anger, and he frightens Sue by leveling a rifle sight at children.

Cornered by a roadblock, Baby Face Nelson flees on foot and is wounded several times. He staggers into a graveyard, briefly pleads with Sue, then taunts her, and she ends his misery.
