
In 1918 a female Bolshevik commissar is sent by the Central Committee to the warship Gromoboi, where anarchist sailors under leader Vozhak dominate. Charged with turning the crew into the First Sailor Regiment, she must earn their loyalty and end the mutiny. Lieutenant Bering, a former tsarist officer from the battleship Emperor Paul I, is appointed commander and, together with the commissar, leads the newly formed regiment toward the Black Sea front.
