In Canada, a civil war erupts as climate change drives a brutal mix of drought, contamination, and political paralysis. Contaminated tap water becomes deadly for many, and environmental extremists refuse to leave the capital until a crucial water bill is passed. A vigilant militia, the United Conservancy, unleashes damage across the city while the government shuts down, leaving ordinary citizens caught between the two sides. Six months of tension pass, and the United Conservancy has expanded its grip to a large portion of the North Eastern Seaboard, forcing civilians into hiding as they try to survive the escalating conflict.
Nia, Jasmine Mathews, a civilian woman, steps away from a party and discovers a carcass bobbing on the water’s surface, a stark reminder of the war’s reach. The following day, the journey continues with a small group: Dawn, Sheila McCarthy, and Ray, Anthony Grant, who join Nia as they head toward an abandoned town. Tension and hunger press in as they press forward, wary of both the militia and the dangers that lie in the ruined landscape.
In the town, Nia enters a quiet newspaper shop and is confronted by a young man and his father. The confrontation turns violent when she reveals that she was separated from her group three days earlier. In the ensuing scramble, she shoots the father as the boy bolts away. She tries to warn Ray to retreat inside, but Ray is wounded, shot in the leg, and the trio retreats to tend to his injury and plan their next move.
Back at home, the group tends to Ray’s leg as the United Conservancy moves onto the family’s property. The family is forced to cooperate, and the truth about their experiences is laid bare. The UC takes the family into custody, but Mikael, a member of the resisting side, intervenes at a critical moment while Nia’s group fights to protect their own. As a twist of mercy and necessity unfolds, the family’s mother is deemed not worth the effort by the UC, and Mikael acts decisively, killing the UC member who made that remark. The family decides to flee toward a boat, though Ray refuses to join them for the moment, a decision that weighs heavily on the others.
Mikael is then confronted by the United Conservancy, who press their advantage and reveal the extent of their search for the group. The UC eventually discovers Ray’s body, and Mikael reveals that he buried his friends, a confession that deepens the group’s resolve. In the moment, the young boy who had previously escaped appears and shoots Mikael, cutting the thread of his actions and altering the balance of power. The family continues to trek through the woods as pursuit resumes, and Dawn stages a desperate distraction to slow the militia. Dawn is killed in the act, and Ethan and Nia flee, their bond tempered by loss and hard-won resolve.

Jacob escapes, only to return with the needed fuel. As the group prepares to depart for the boat, Ethan’s foot becomes ensnared in a trap, crippling him and forcing him to wait with Jacob and Penny while the others push ahead toward safety.
The crew reaches a boat site and quietly makes their way past the UC’s sentries to reach the water. A tense confrontation with a UC sergeant escalates as Nia trades shots, firing on the guard and driving the group to safety aboard the awaiting boat. A grievous loss follows when Penny is shot, and Nia mourns the death of her companion as they finally break the surface and reach land again, the memory of Penny’s sacrifice lingering in the cold air.
