After an event that appears to have been World War III, Commander Eastern Richard Lynch becomes the leader of a futuristic, post-apocalyptic society. The regime is fascist, citizens bear a bar code tattoo, and they no longer openly question their rulers. A radio host called “Big Sister” supports the fascists, while paramilitary groups patrol the city.
A group of rebels, led by Col. Slater [Christopher Mitchum], seeks to end fascist rule. Willie [Jay Roberts Jr.] and Danny [Chuck Jeffries] are two of those imprisoned for being troublemakers. An alien Sabrina [Elizabeth Kaitan], who has been observing Earth from afar, arrives on the planet and becomes entangled in the conflict. Lacking full English, she cannot answer questions as she is interrogated by Oliver Quinn [John Saxon], the leader of the paramilitary.
Sabrina explains, in broken English, that her people intercepted a NASA probe and misinterpreted the data as evidence that Earth harbors an idealist society. She traveled to Earth hoping to find ways to improve her own world.
To return home, Sabrina must reach her landing site and use an energy cycle to travel back to her planet. After Sabrina, Willie, and Danny break out of prison, they head to the rebels’ headquarters as Quinn plans an assault on the rebel base.
Sabrina is captured by a bounty hunter Chris DeRose, who hands her to Quinn. She escapes again. As the rebels regroup and Sabrina gets their computers working, they stage an attack on the fascist forces. Sabrina returns home, and the rebels vow to continue fighting.
