Inspector Lau Po-keung of the Serious Crime Unit is assigned to the case but hits a wall; Luk’s testimony blocks progress as Luk refuses to disclose details about his own investigation. Under pressure from his boss to abandon the ICAC case, Lau instead proposes that they work together to solve the case.

The investigation leads to the figure known as Teacher, the biggest player who controls illegal football bookmaking in Hong Kong. They intercept communications showing Teacher directing the assassin Song. Lau is in hot pursuit of Song, but Song escapes by using Lau’s sister Ebby Lau. Terry Lun, the Security Manager of the Jockey Club, also uncovers suspicious bank transactions, and is murdered by Song.

Big Boss, a British national and the mastermind behind an international crime syndicate that manipulates football matches in Europe, grows suspicious and orders Teacher to be assassinated and also hires someone to assassinate Song. He forces Lau to surrender the evidence by kidnapping Ebby and arranging an exchange. Lau leaves hints for his subordinates and for Luk about where the exchange will take place. Lau arrives first but confronts several foreign henchmen hired by Big Boss. A firefight ensues; Lau kills a henchman but is critically wounded while saving Ebby from execution. Luk and his team arrive shortly after and are pinned down by an assault rifle-wielding henchman. Song arrives to take revenge on Big Boss, killing several henchmen but is himself killed by the same assault rifle-wielding fighter, who is then shot dead by Luk. Big Boss attempts to flee but is cornered and captured by Luk’s team. After recovering the evidence, Luk is able to arrest Big Boss’s partner Ha Chi-Yin, one of the directors of the Jockey Club and a frontrunner for the next Chairman, Ha Chi-Yin.
