Set inside and around the unfinished Algonquin skyscraper, the story centers on Waxman, Dolph Lundgren, a calculating sniper, and his partner, a keen-eyed Spotter, as they set up a rooftop firing platform on the top floor. The two arrive independently, two of the Agency’s assassins, and when they finally meet they recognize each other, a reminder of a mission they once shared. This tense partnership unfolds in a sequence of flashbacks that peel back the layers of their past work and the uneasy gravity of their present loyalties.

In the first flashback, the sniper and spotter are tasked with assassinating a female politician, a moment that tests their nerve from the start. The sniper hesitates when the politician lifts a child, and at that exact moment a helicopter appears, raining fire on soldiers in the courtyard behind their firing position. They fight back with precision, taking down the attacking force—from the helicopter’s gunner to the helicopter itself—and the pilot and copilot are shot through the canopy, a stark reminder of how fragile life can be in the line of duty.

Back on the rooftop, the atmosphere shifts as a new security presence arrives. Klein, Conrad Dunn, is the fresh face at the site, trying to assert himself in a tense environment. O’Hara, Christopher Heyerdahl, a drug-addicted regular with a volatile temper, tries to intimidate the guard in a bid for control. As the two assassins adjust their gear and prepare for the next move, the internal lift hums with an almost audible tension, and Spotter keeps a careful watch on Klein as he moves about the roof. When the lift starts to move, the Sniper sits atop the car and, with cold calculation, places a bomb before the lift begins its descent, only to be saved at the last moment by Spotter, who keeps him from falling.

The power dynamics on the rooftop take another dark turn as O’Hara, in a moment of predatory intent, tries to overpower Spotter. She draws a small-caliber sidearm and threatens him, forcing a retreat down the stairs. O’Hara returns downstairs, arms himself with body armor, and later ambushes Spotter as she stands over the sink in the top-floor bathrooms. A fierce clash follows, but the fight ends with the Sniper appearing to intervene, overpowering O’Hara and tying him to a toilet in a brutal display of control. The clandestine bond that has begun to form between the two assassins deepens even as the danger escalates.

The partnership blossoms into something more intimate as Spotter and the Sniper acknowledge their feelings beneath the surface, even as duty keeps pulling them back toward the mission. They move through their environment with a fractured, fragile trust, a shared code of “just business” that masks something more personal. After a tense moment in the bathroom, the two slip back into the corridor to face the mounting pressure of their task, their proximity adding a volatile undercurrent to every action.

Upstairs, the tension peaks again as they engage the target once more. The two of them prepare to execute their long-gestating plan, but history repeats itself in a cruel twist: another shooter arrives and guns down the target four times before intentionally aiming at Spotter and the Sniper. With reflexes sharp, the Sniper dives for cover and returns fire, fending off the assault as Special Forces teams raid the skyscraper. Klein, moving with methodical stealth, infiltrates the room and shoots the Sniper in the chest with his shotgun, challenging the bond between the two lovers. Spotter, now armed with an MP5, fights back, and Klein slips away to the lift, detonating the bomb as it explodes in a final act of cold calculation.

Believing her partner dead, Spotter flees the burning tower, a sense of loss lingering in the air. As she exits, the top of a nearby fire hydrant is shot away, revealing a startling truth: the Sniper is alive, stripping off the body armor and discarding the rifle from the burning building. With a quiet, almost whispered farewell, he mouths “Goodbye” to her, a line that cuts through the chaos. Spotter, moved and resolute, responds with a soft “Bye,” and steps away, a small smile crossing her face as the Algonquin’s flames rise into the night. The building burns, and the two are left to face the aftermath of a mission that proved as much about trust and choice as it did about precision and power.
