In Tirunelveli, Aarusaamy, alias Saamy, arrives in the city market as a heavy-drinking, rough-edged figure who spends two days roaming the streets to grasp the local mood and the sprawling web of power in play. He witnesses a pickpocket, dressed as a cop, attempt to extort a bystander, and he wastes no time in giving the pretender a brutal lesson. When the police arrive, Saamy reveals himself as the new DCP of Tirunelveli and immediately orders the arrest of the swindler posing as law enforcement. What follows is a sweeping overhaul: Saamy consolidates control of the police, cutting through red tape and bending procedures to allow officers to act decisively, provided the public and the innocent remain unharmed. He makes it clear that any thug who crosses the line should be arrested without a second thought.

This iron-handed, results-driven approach drives down crime in the city, and Saamy earns a reputation for being efficient, even if his methods border on corruption. He begins a delicate dance with Perumal Pichai, a powerful and corrupt politician, pretending to take bribes under the uneasy premise that he won’t scrutinize Perumal’s illegal schemes, while advising him to relocate liquor stores away from densely populated areas to avoid attracting public ire. Perumal accepts the arrangement, partly due to the belief that Saamy shares his caste and will never challenge his empire. Amidst this tense power play, Saamy finds himself drawn to Bhuvana, a college-going Brahmin girl, and their paths cross when he leaves with Inspector Punctuality Paramasivam in search of a home.

Bhuvana and Saamy’s first impressions are misinterpreted; she sees them as troublemakers and locks them in a room, only to discover their true identities later. The confrontation intensifies when Perumal storms Saamy’s quarters with Bhuvana present, sparking a heated argument. The next day, a temple meeting with Bhuvana again brings Saamy’s past into focus: his father’s quiet struggle and the cost of integrity.

Braving political pressure, Chokkalingam arranges for the required funds, and Saamy eventually secures a police posting. An honest man by nature, Saamy faces transfers across Tamil Nadu as political influence tries to bend him to favor. A suspension in Trichy for bribery accusations follows, but after six months, Saamy clears his name and returns to Tirunelveli. In a twist that defines his future, Saamy adopts a controversial policy: he accepts bribes from influential individuals and donates the proceeds to public welfare, a whistle-stop approach that blurs the line between virtue and expedience.

Present: With the truth about Saamy’s past fresh in their minds, Bhuvana and Saamy reconcile, and Srinivasan—Bhuvana’s father and a government officer—consents to their engagement after much persuasion. A day of political upheaval looms as the ruling party calls for a state-wide strike, and Perumal asks Saamy to manage Tirunelveli on the eve of Pongal. The marketplace becomes a testing ground for Saamy’s authority; merchants plead for law and order during a peak sales period, and Saamy mobilizes the police to hold the fort, disrupting Perumal’s grip and infuriating him. In response, Perumal instructs his henchmen to strike during the wedding procession for Saamy and Bhuvana, vowing to test Saamy’s resolve when the entire police force is tied up in the ceremonies.

As the clock winds down, Saamy receives a transfer order to Dindigul with a week left in Tirunelveli. He resolves to dismantle Perumal’s empire within that window and accomplishes this by deploying a mix of enforcement tactics and strategic arrests, crippling Perumal’s network and imprisoning the main accomplices for a 15-day period. In a brutal turn, Saamy orchestrates the covert elimination of Perumal’s key enforcers during a riot sparked by his own actions, and he privately urges Bhuvana to depart for Pazhani for safety. A chilling discovery follows: Perumal intends to detonate a bomb in Saamy’s home. In a tense countdown, Saamy tracks Perumal’s operations, enlists a hesitant henchman to turn informant, and discovers the bomb plot is aimed at his own residence.

Unbeknownst to Saamy, Chokkalingam travels from Pazhani and arrives at the house, only to be caught in the crossfire of Perumal’s schemes. Despite Saamy’s attempts to warn him, the bomb detonates, killing Chokkalingam and triggering a cascade of investigations and political pressure to halt Saamy’s pursuit of Perumal. The bomb-maker and a henchman provide statements that complicate the legal path, but Saamy presses on, securing an arrest warrant for Perumal and publicly presenting the pursuit to the media. Perumal initially evades capture, but Saamy tracks him to a sand quarry, where a climactic confrontation ensues. Perumal surrenders and taunts Saamy, who refuses to show mercy and kills Perumal with his illicit revolver, burning the corpse in a brick kiln to keep the death quiet. In the aftermath, Saamy conducts Chokkalingam’s rites, honoring his father’s dream and sealing his own controversial path.
