Undercover San Francisco narcotics cops Sean Kane and Dave Pierce head into a shadowed alley to meet their informant, Tony Montoya, who promises to crack the case wide open by naming the oriental drug ringleader. The moment the exchange begins, disaster strikes: Pierce is killed—shot, struck by a car, and burned in front of witnesses. Kane’s aggressive action of sending one of the killers to their death in public view lands him in hot water with Captain Stevens, who orders Kane to stay away. Rather than accept punishment, Kane chooses to quit the force and seek justice on his own terms, driven by a thirst for vengeance that cannot be silenced.

Linda Chan, the girlfriend of Dave Pierce, channels her anger into journalism as she vows to take down the drug operation through fearless reporting and public exposure. Yet as she delves deeper, Linda uncovers a secret that Kane and Pierce never managed to uncover. The revelation proves deadly for her, and she is killed, pushing Kane further into the dark orbit of personal retribution. The pain is shared by Linda’s family and friends, including her father, James Chan, and her close ally Heather Sullivan, a hard-edged editor who believes in the power of the press to reveal the truth. Kane turns to his ally, detective Tom McCoy, for information, but the investigation is soon hijacked by Captain Stevens, who assumes control of the “larger aspects of the case.”

As Kane and Chan press the case, they are targeted by hitmen tied to the drug cartel. With Heather’s assistance, Kane tracks a lead to Montoya, glimpsed near a ship in one of Linda’s televised reports. The trail grows more tangled when Linda’s boss, Morgan Canfield, offers to back Kane in his pursuit of the killers. The pursuit eventually leads Kane to a confrontation with Montoya’s boss, Nicky LaBelle, who reluctantly divulges Montoya’s whereabouts. The meeting with Montoya reveals a sting: Montoya was a decoy, and the real drug dealers were onto their every move. Before Montoya can name his contacts, the same hitmen who killed Linda erupt again, killing Montoya. The suspicion of a mole within their ranks lingers as Kane and his allies brace for the next move.

When Heather’s apartment is trashed, Kane suspects the same forces are hunting for a tape Linda discovered. Heather explains that the crucial interview occurred on a freighter named the Sulu Sea, and Kane traces the drugs to be hidden inside fireworks imported from Hong Kong. A bold escape follows as Kane lights the fireworks’ cargo and flees, with Stevens and the police left watching from a distance.

Heather eventually uncovers Linda’s tape in a locker at the train station, and a clue—hidden inside a shoe—points Kane toward a pivotal confrontation. The tape contains a phone conversation between Canfield and the dealers, clearly exposing Canfield as the ringleader. McCoy, revealed as a traitor, materializes as the tension mounts. As Canfield and his hitmen close in on Heather, Kane is nearly killed, but Linda’s friend arrives in time to turn the tide and strike back. The rooftop pursuit that follows ends with McCoy’s death at the hands of Kane in a brutal struggle, severing one more link in the criminal chain.

The pursuit culminates at Canfield’s estate, where the drug shipment is tied to a larger network. Kane and Chan fight Canfield’s men amid a hail of police fire, while Heather is held hostage. Chan faces off with the enigmatic assassin known as The Professor, who proves unnervingly strong and nearly incapacitates her. Kane engages in a brutal duel with [The Professor], ultimately overpowering him by driving him through a shattered glass coffee table.

Canfield arrives at the estate with Heather in tow, revealing the final piece of the puzzle: the dog that was in the car that killed Dave—Canfield himself—drives the vehicle that sealed Dave’s fate. Chan distracts Canfield long enough for Kane to gain the upper hand, and Stevens and the police arrive to seize Canfield and his operation. Stevens admits he already knew about McCoy and Canfield’s involvement but could not move without solid evidence. With the drug shipment secured, the case is finally ready to convict Canfield, and the hole in Kane’s quest for revenge begins to close. Encouraged by Heather and [Linda Chan], Kane chooses to relinquish his pursuit of personal vengeance and accepts the opportunity to do what’s right. The tape is handed over to Stevens, Canfield is taken into custody, and Kane, along with Heather and [Linda Chan], parts ways with a sense of hard-won closure.
