Bucum Jackson, a maverick bounty hunter, sets out to capture a petty drug dealer named Lil J. He corners Lil J in his trailer and nearly handcuffs him, but Lil J’s girlfriend, who wields a shotgun, opens fire recklessly. Bucum tackles her and takes Lil J into custody, but his boss, Martinez, isn’t happy and pays him less than expected. A casual conversation about the lottery with his attractive coworker Pam leads Bucum to learn from Martinez that his next target is a con man named Reggie Wright, a foe Bucum has actually captured three times before.

Bucum spots Reggie at a convenience store, but after a long chase through Miami, he still cannot reel him in. Meanwhile, at a photoshoot, two diamond thieves, Julian and Ursula, pose as a photographer and a model until a disruptive interruption occurs with Mr. Barkley arriving on the scene. The thieves murder the co-photographer, the makeup artist, and Barkley’s bodyguards, and Barkley himself is shot after a tense exchange with Julian. The pair then seizes the diamonds from the shoot. Bucum tracks Reggie again and pursues him until Reggie vanishes by slipping into a waiting van, his presence masked from Bucum as the thieves close in and begin firing. The chase ends with the thieves chasing Reggie to a boatyard, where Reggie escapes in the van, leaving behind his wallet—picked up by Julian. At the crime scene, Martinez’s patience wears thin and he orders Bucum to stay away from Reggie.

In Reggie’s apartment, Reggie and his girlfriend Gina briefly celebrate a lottery win, only to discover that Reggie lost the winning ticket—hidden in his wallet—before the draw. In the boatyard, Williamson—the thieves’ boss—explodes with frustration when he learns that the diamonds recovered from the shoot are fake. Reggie is trapped again when Bucum captures him during a wallet retrieval attempt, and in the car Reggie convinces Bucum to find the wallet and finish locating the thieves. A twist of luck leads the pair toward a deeper investigation as they realize the connection between the photoshoot and the van, while Gina is kept safe at home under the watch of Reggie’s girlfriend.

Julian, in a volatile mood, goes after Reggie at their apartment and is knocked unconscious by Bucum, who anticipated his arrival. The two decide to torment Julian for answers by bending a screwdriver into Julian’s arm brace, a brutal move that finally yields Williamson’s name. Bucum then waits in the boatyard outside Williamson’s boat dealership, hoping to spring a trap. The plan shifts when the duo heads to the Barkley residence and finds Mrs. Barkley dead, with a man named Roscoe revealed as the killer—though Roscoe is knocked out and the diamonds are later found hidden in a fish tank, with Roscoe himself confined in the trunk of Bucum’s car along with Julian.

Back at Bucum’s apartment, they learn that Williamson has kidnapped Gina. In a bold gambit, they drive a car through Williamson’s boat dealership and discover a tape that orders them to meet at a dog track with Gina to exchange the diamonds. Pam disguises herself as a janitor, Reggie reveals the diamonds, and Bucum takes a position as a sniper in a dog-track disguise to eliminate a Williamson-backed sniper. Reggie, however, flips the diamonds away from Williamson, triggering a chaotic shootout that culminates when Williamson unveils a bazooka and blasts a nearby fish truck, throwing the plan into disarray. The partnership between Bucum and Reggie strains to the breaking point, but Pam persuades Bucum to patch things up with Reggie.

Seeking a final showdown, they trail Williamson to a boat dock where Gina and Pam wait in the car. Bucum gives Reggie a taser after Reggie accidentally drops one of Bucum’s guns into the ocean. On the boat, Pam and Gina take action by knocking out two henchmen with a pushed lifeboat as Bucum leaves. Reggie recovers his wallet and the lottery ticket, but Williamson and Ursula catch up and force Reggie to take Williamson’s money aboard. Bucum takes Ursula hostage, and Williamson shoots Ursula, wounding Reggie and sparking a brutal fight as the boat speeds away. Williamson is knocked out by the speed of the vessel, and the boat eventually crashes on shore. Bucum and Reggie reunite, though Williamson reappears and attacks; Reggie tases him while Bucum delivers a fatal volley, shooting Williamson to death multiple times.

With the chase over, coast guards appear in the distance and Bucum handcuffs Reggie to ensure he’s turned in, then hides the money. Six weeks later, Reggie is released from prison, initially fearing that his friends have abandoned him. Bucum arrives with Gina and Pam, revealing the winning lottery ticket and a new car and funds. The film closes with Reggie celebrating his windfall alongside Bucum, their women, and two elderly friends of Reggie as they ski the boat’s deck, a final image of camaraderie and earned fortune.
