Muthuvel, Samuthirakani, leads a quiet operation in Andhra Pradesh as part of a small Tamil police team while four Tamil laborers—Pandi, Murugan, Afzal, and Kumar—scrape by in Guntur, living in a park and taking whatever work they can find to survive.

Their routine is upended when they are caught, beaten, and brutally tortured in a police lock-up for a theft they did not commit, a consequence of the police’s need to close a high-profile robbery case. They resist the pressure and refuse to confess, yet the severity of the brutality forces them to relent. When they are finally hauled into court, they speak honestly about the events, and in a rare moment of defense, Muthuvel translates for them and vouches for their version, helping them win their temporary release.

Before they can step back into the world, Muthuvel asks for their help with a dangerous task: kidnapping a high-profile auditor named K.K., who has just surrendered in the same court. It is revealed that Muthuvel’s team had already planned to nab KK before his surrender, and with KK’s lawyers keeping a close watch inside the courtroom, the four men are tasked with bringing KK out of the building. Muthuvel’s seniors marshal their influence to obtain police support inside the court, and KK is abducted by the quartet. The group is brought back to Tamil Nadu, with Kumar being dropped off en route to Chennai, while Pandi, Murugan, and Afzal are left to confront the consequences of their actions.

The deeper plot soon unfurls: the kidnapping is a calculated move orchestrated by the Deputy Commissioner (DCP), acting on orders from the top brass of the ruling party, to use KK as a weapon in a clash with the opposition as elections loom. Meanwhile, the Assistant Commissioner (ACP), allegedly on the opposition’s payroll, pressures the DCP to strike a deal and take a bribe of three crores (30 million) rupees in exchange for dropping the case. The opposition fears KK has already revealed their secrets and orders the ACP to interrogate him; KK dies from the injuries sustained, and the events occur at the police station where Muthuvel is in charge. He and his team move KK’s body to KK’s beach house and stage the death as a suicide by hanging, setting the stage for a cover-up.

A plan to bury the truth takes shape after a meeting: to erase the trail, the DCP suspects Pandi and Afzal may have overheard enough to derail the scheme. They decide to frame Pandi and his friends in a separate ATM robbery case and eliminate them under the cover of an “encounter.” Feeling the weight of responsibility, Muthuvel initially resists, but the pressure and his own involvement push him to cooperate. During the staged encounter, Afzal is killed, forcing Pandi and Murugan to flee. In the ensuing pursuit, Murugan is shot and killed. Muthuvel shadows Pandi, secures a tense agreement to reveal the truth publicly, and promises a media spotlight that could expose the corruption. Yet orders descend from the DCP to tie up loose ends and wipe out Muthuvel as well.
