In a grim, noir-inflected landscape, 14-year-old Tolly Devlin [Cliff Robertson] and his mother figure [Beatrice Kay] witness four hoods brutally beat his father to death, a moment that steels his resolve for vengeance. The path to retribution is jagged: the one killer Tolly recognizes, Vic Farrar [Peter Brocco], is arrested and sentenced to life, leaving the young man to grow into a petty criminal and skilled safecracker, learning to navigate a world that seems to reward cunning over courage.

Many years pass, and while serving time himself, Tolly learns that Farrar is dying in the prison medical ward. With a mix of charm and nerve, he slips into Farrar’s room and, through careful manipulation, coaxes the dying man to reveal the names of the other three killers before he passes away. This revelation becomes the key that unlocks a new, dangerous entry into the crime world that once felled his family.

The three killers have since climbed to power as lieutenants within a sprawling crime syndicate, and Tolly uses his wits to weave his way into their ranks. Along the way, he saves and then begins a romance with a low-level money-runner named Cuddles [Dolores Dorn]. Simultaneously, he becomes a tacit police informant, playing a tense game of double-dealing as he nudges the syndicate toward its downfall from within.

Tolly’s scheming forces syndicate boss Connors [Robert Emhardt] to authorize the murders of the three lieutenants by the organization’s ruthless assassin, Gus [Richard Rust], a move that cements his fragile leverage over both sides of the law. Having achieved his goal, Tolly resolves to go straight and marry Cuddles, but the police warn that Connors still looms large and that escaping alive will require deconstructing the crime lord’s empire.

The tension escalates as Gus arrives with a grim update: Connors has ordered them to kill Cuddles and several other innocent witnesses. Realizing the danger, Tolly acts to stop the threat. He knocks out Gus and turns him over to the police, then confronts Connors and his henchmen. In a climactic struggle, Tolly kills Connors but is shot in the process, stumbling into an alley where he succumbs to his injuries and dies, the cycle of vengeance finally closed in tragedy.
