Twenty years after a lunar battle, the four Ultra brothers — Ultraman [Susumu Kurobe], Ultraseven [Kohji Moritsugu], Ultraman Jack [Jiro Dan], and Ultraman Ace [Keiji Takamine] — are left weakened by sealing Yapool and his colossal foe, U-Killersaurus, in the depths of Kobe’s sea. The victory drains their energy and binds them to human hosts, rendering them unable to transform. Stranded in these mortal forms, they take on local jobs around Kobe, waiting for Yapool’s return and hoping their bonds to humanity will hold until aid arrives.
Two decades later, Mirai Hibino, [Shunji Igarashi], leads the GUYS team into Kobe to investigate a troubling sequence of events. There he meets Aya Jinguji, [Aiko Ito], an oceanographer and fellow GUYS member, along with her anxious younger brother Takato, who has been scarred by a recent attack. Aya explains that, three months prior, Takato and his pet dog Art were assaulted by the monster Kelbim, an incident that left Takato wary of the Ultramen. Mirai forms a quiet, patient bond with Takato, and he receives cautious counsel from the human-face of the Ultra brothers, who give him guidance for the days ahead.
A new threat soon emerges as the Alien Union — [Alien Zarab], [Alien Guts], [Alien Nackle], and [Alien Temperor] — schemes to free Yapool and his fearsome ally. The first strike comes from Temperor, already met with resistance and defeat by Ultraman Mebius [Shunji Igarashi], who holds the line long enough for the others to regroup. Zarab then infiltrates Aya’s circle, stealing her form to poison Mirai with a fake drink and turning himself into an impostor Ultraman Mebius, sowing chaos across Kobe. Mirai, recharged, transforms into Mebius, exposes the disguise, and defeats Zarab in a decisive clash, only to be captured himself when Guts and Nackle trap the team in crystalline crosses to siphon their energy and revive Yapool.
With the Ultra Brothers weakened, Mirai’s resolve is tested as Takato’s faith wavers again. Yet Takato’s belief rekindles, and Mirai transforms once more into Mebius to confront Guts and Nackle, destroying the former and freeing his fellow heroes from their prisons. But Yapool and U-Killersaurus Neo slip free, and the city braces for the ultimate confrontation. As Nackle boasts of victory, U-Killersaurus Neo rises and begins a devastating rampage, forcing a dramatic intervention from Commander Zoffy and Ultraman Taro, who descend to restore energy and join the fight.
In a decisive moment, Mebius spots Aya trapped within the crystal forehead of the monster. The Ultra Brothers fuse with Mirai, turning him into Mebius Infinity, a form powerful enough to save Aya and crush U-Killersaurus Neo. Yapool vanishes as the creature falls, defeated and powerless. Kobe is saved, and Mirai prepares to return to the Phoenix Nest base. Takato, now faith renewed, vows to join GUYS when he grows up, while Aya, sensing something deeper about Mirai’s identity, suggests they see each other again. Mirai bids them farewell and heads back to the base as the Ultra Brothers return to the Land of Light, their bond with humanity intact and the cosmos safe for another day.
