Mark Goddard, the son of a police officer, accompanies his father on patrol, as the elder hopes he will one day join the force. During a tense confrontation with criminals loitering on a pier, one of the thugs recognizes the senior Goddard and warns that word is out on the street that somebody wants him dead. Later at his house, contract killers barge in, killing the father and his wife, and the leader of the death squad hunts down Mark to the bathroom, taunting him, handing him a gun and daring him to avenge his parents. However, Mark cannot draw the trigger, and the gunman shoots him.

Mark is left for dead but survives and is nursed back to health thanks to the support of his Grandmother and his crush Melissa. Fifteen years pass, and Mark grows into a sworn officer who honors his father’s wishes by joining the police, yet he is haunted by the memories of his parents’ violent death. He earns a reputation for using excessive force, having been involved in the deaths of nine suspects, and this ferocity strains his relationship with Melissa, with whom he has a son, Danny.

After his latest misconduct — beating a child molester after the man has already been incapacitated — Mark drinks at a bar and is picked up by a female patron who takes him home. What follows is revealed to be a trap orchestrated by fellow officer [Ed Lauter] as Donald Molls, who uses manipulation to recruit him into a covert group. Mark joins Justice Incorporated, a secret police fellowship that uses extrajudicial methods to fight crime, drawn by both the promise of revenge against the underworld and the charisma and authority of Rachel Gill, Molls’s right-hand woman and top executioner.
