On April 26, 1940, in a Nanking that is effectively a Japanese-backed puppet state under Wang Jingwei, a fragile peace with Japan is proclaimed while the war rages on. The story centers on a chilling event: during the government’s October 10 anniversary ceremony, a high-ranking official is assassinated, the latest in a string of violent acts that shake the regime. Takeda, Huang Xiaoming, the chief intelligence officer of the Japanese Imperial Army, believes this strike is the work of an underground anti-Japanese faction and fears a mole operating inside the Wang government’s Anti-Communist Command, nicknamed the Phantom.
