In Hawaii, a private investigator named Walter Hale is killed in what appears to be a hit-and-run. His sons, James and Jonny, two estranged half-brothers—one a US Navy SEAL and the other a suspended police detective—are informed of his death. The danger reaches Jonny when Yakuza thugs ambush him at his Oklahoma home, believing Walter had sent him a mysterious package.

Despite the rift between them, [Jonny] and [James] head to Hawaii for Walter’s funeral and to seek answers. There, Jonny is reunited with Leila, his brother’s wife, and their children, while their cousin Nani arrives and reveals she works for Governor Peter Mahoe, a longtime family friend. The brothers begin separate investigations, eventually converging at Walter’s ransacked apartment. They team up with Walter’s assistant Pika and uncover plans for a casino and resort concealed inside a surfboard. With Nani’s help, they learn the casino’s site sits on Hawaiian home lands, where a small, tight-knit community already lives.

Jonny and James infiltrate a party hosted by casino developer Marcus Robichaux. Jonny discovers that Walter had been hired by Marcus and his wife Monica to look into each other’s activities. Meanwhile, James runs into yakuza leader Nakamura, whose shell company owns the vehicle involved in Walter’s death. The next day, Jonny goes to meet Monica and finds her dead. He returns to the house to confront Marcus, but his security teams beat him and he ends up in jail. After his release, the brothers’ tensions flare into a direct confrontation about their past.

Jonny reveals that his own pursuit of Walter’s case is driven in part by his failure to solve his mother’s murder. James confesses he sent Jonny away to protect him from the Syndicate, a local crime group, in a bid to save his life. Valentina, Jonny’s ex-girlfriend, calls from Oklahoma to say a package from Walter has arrived, and she delivers it to Hawaii. Inside is a flash drive that acts as a security key to Walter’s digital wallet. More yakuza attacks follow, but Jonny and James fight them off and uncover that the wallet contains millions and records connected to offshore accounts controlled by Governor Mahoe.

They conclude that Robichaux, aided by the yakuza, bribed the Governor to legalize gambling and permit the casino on Hawaiian home lands. Walter was murdered after uncovering the plot and sending the flash drive to Jonny. In a final showdown, the brothers rescue Leila and Nani, kill Nakamura and Robichaux, and Mahoe is arrested for corruption. The leader of the Syndicate offers Jonny the killer’s name in gratitude for dealing with the yakuza, but Jonny burns the paper instead. With the danger resolved, Jonny and James decide to stay in Hawaii and plan to use Walter’s millions to secure a future on the island.
