More than a hundred years after the events of The Wonderful Wizard of Oz and the defeat of the Wicked Witch, the once-magical Land of Oz has transformed into a modernized Emerald City, now ruled by the Tin Man. Once a hero loved by many, the Tin Man is now at the center of a growing city that threatens to extend beyond its boundaries and jeopardize the entire magic of Oz.
The story begins when a young mechanic named Victoria Wright, who works beneath the city, learns about the peril facing Oz. Her quiet life takes a turn when she is visited by Locasta, the Good Witch of the North, accompanied by winged monkeys. Locasta warns her that the expansion of the Emerald City could cause Oz’s magic to fade forever.
Motivated by a sense of responsibility, Victoria decides to escape the city with the help of Gromit, a Munchkin technician, and Phadrig Diggs, the younger brother of the legendary Oscar “Oz” Diggs, commonly known as the Wizard of Oz. Their plan to flee is complicated by an encounter with lions—Otho, Lucilia, and Magnus, the son of the Cowardly Lion—who ambush Victoria and her companions. Fortunately, Gromit and Phadrig manage to rescue her, but not before the lions reveal that she and her friends are viewed as enemies of the Tin Man and his war machines.
Following their escape, they travel toward a distant Munchkin village, where they meet Heflin, leading a rebellious gang of Munchkins. Victoria attempts to convince the Munchkins to join her cause and persuade the Tin Man to rethink his plans. However, her plea goes unheeded, and she decides to confront the ruler of the Emerald City in person.
Their journey leads them to a confrontation with Sir Blackburn and his guards—agents sent by the Tin Man to capture Victoria and her friends. During the meeting, Victoria insists on a different path to save Oz, but Sir Blackburn reveals a bleak truth: in the Tin Man’s ideal world, there is no place left for magic or Munchkins. Despite resisting and fighting back, Gromit is injured in the conflict, and the Lions rally to defend them, ambushing the soldiers.
While Gromit receives care back in the Munchkin village, Phadrig heroically rescues his brother Oscar from falling off an invisible bridge. Meanwhile, in the Emerald City, the Tin Man, Ron Perlman as Magnus, decides to initiate a full-scale war against the Lions, who have allied with the Munchkins.
In a council meeting, Oscar shares the tragic backstory of the Tin Man, revealing he was once a Munchkin named Nick Chopper, who loved Nimmie Amee, a servant to the Wicked Witch of the East. Enchanted by the witch, Nick’s axe damaged him beyond repair, turning him into a tin man and stripping him of his heart. Despite losing his love, he hoped to reunite with her, traveling through Oz and eventually transforming into the Tin Man. As ruler over the Winkies, he reminisced about his human life and love, but upon discovering Nimmie dying in her final days, he attempted to defy time with magic, which ultimately failed. Obsessed with fixing his past, the Tin Man dedicated himself to building Great Steam Engines of Oz, which led him to banish magic and Munchkins, hanging up his own heart in the process.
Victoria, Oscar, Phadrig, and Gromit hatch a plan to free Scarecrow, another classic character, and to confront the Tin Man. Their combined forces, including Munchkins and Lions, clash in an epic battle against Tin Man’s army. The Locasta, along with her flying monkeys, attack the Tin Man’s forces from the air, providing a crucial distraction while Victoria and her allies sneak into the palace.
Inside, they discover a secret chamber behind a throne, where an engraved quote states, “the key lies together with love,” revealing the password to operate the Great Steam Engines of Oz. Behind these engines, they find the heart of the Tin Man, the sleeping Nimmie Amee, and a dismantled Scarecrow. The Scarecrow, rebuilt and restored, explains that he was torn apart by the Tin Man in a rage when he was trying to reason with him.
The battle sees the Tin Man’s forces triumph, and Victoria and her friends are forced to retreat. Returning to the city, she confronts the Tin Man, reminding him that both his successes and failures have consequences. She urges him to see that ignoring the past’s mistakes can be dangerous to everyone, and together, they can repair what’s been broken.
Victoria then restores the Tin Man’s heart, which leads him to declare the war over. The Emerald City celebrates a new era of reconciliation among all Ozians. From an airship overhead, Phadrig mentions that a new ruler will be needed since the Tin Man plans to step down. Victoria promises to help find his sons and restore the city’s former glory.
In the closing scene, shown in the post-credits, the Tin Man visits the secret chamber again. This time, he releases Nimmie Amee into the afterlife, symbolizing peace and acceptance.
