Frank Regalbuto, [Robert Forster], is the ambitious son of Don Paolo, a mob boss trying to keep control of a city built on deals and danger. He hatches a heroin scheme with the help of Tony Fargo [Frederic Forrest] and Fargo’s brother Vince, hoping to cement the family’s power. But a gangland snitch quietly tips off the cops, turning the operation into a tense, high-stakes gun battle. In the end, Frank and the Fargos somehow walk away from the firefight, leaving the underworld reeling and power more unsettled than ever.

When word spreads of Paolo’s stroke and subsequent death, the mob world convenes to decide who should wear the crown.
