Shiv Shakti Organization (SSO) aims to spread fear and disruption across India. The CBI Chief Iftekhar learns of this threat and tasks Officer Gopi, played by Mithun Chakraborty, also known as Gunmaster G-9, with leading the investigation.

The trouble begins when a plane, piloted by Captain Kapoor Suresh Oberoi, is struck by a torrent of deadly signals that forces an emergency landing. In the ensuing confusion, Jackson is replaced by a look-alike, setting off a race for Gopi to locate the original agent and prevent a collapse of the operation. Jackson (Tej Sapru) becomes a key puzzle piece as the mission intensifies.

During the pursuit, Gopi encounters Priya (Ranjeeta Kaur), who is investigating her father’s death—a mystery she believes may implicate Gopi himself. As their paths cross, the pair begin to uncover how deep the organization’s reach runs and what it intends to achieve, gathering clues that point toward a larger conspiracy.

The investigation broadens to reveal Hiralal, Jeevan Dhar, and his team, who deploy hi-tech gadgets to support the organization’s aims. The trail threads through a mixture of action, clever stunts, and fast-paced sequences, punctuated by car chases, combat, and moments of lighthearted humor. A freelance informant named Kabari, also known as Khabri (Jagdeep) provides comic relief and insider tips that keep the tension alive while the plot thickens. Kabari’s antics offer a brief respite amid the high-stakes maneuvers, dance numbers, and adrenaline-fueled encounters.

As the clues converge, the hunt points toward the patchy-eyed SSO chief, Doctor Shiva, whose shadowy leadership looms over every move. The rest of the tale follows the CBI as they navigate deception, outsmart the adversaries, and work to dismantle the organization from the inside, driven by perseverance, teamwork, and a steady rhythm of action and intrigue.
