After the death of his wife and daughter in a plane crash, newspaper reporter Joe Carpenter Billy Zane discovers the tragedy may be tied to a clandestine scientific program run by the Quartermass Organization, a group that has genetically engineered children to become weapons for the next decade. A woman named Rose Tucker Gloria Reuben approaches Carpenter at his wife’s grave, claiming she survived the crash and is protecting a young girl with extraordinary gifts—the power to heal and to transport—who is being shielded by Rose and is known as Nina Carpenter Jodelle Ferland.
As the pursuit unfolds, a ruthless figure named Victor Yates John C. McGinley emerges, a former CIA agent turned mercenary hired to silence witnesses and to kill the scientists who worked on the project. He leads a small cadre of operatives and a psychic boy who can influence minds from a distance, culminating in a brutal assault on anyone who might expose what happened to Carpenter’s family. Yates insists he never intended for anyone to be harmed, but his involvement deepens the mystery of the crash and the experiments behind it.
Carpenter soon learns that his wife and daughter were casualties of an experiment gone wrong, a revelation that reshapes his desire for retribution into a dangerous alliance of necessity. Help arrives in the form of Bureau agent Robert Donner Glenn Morshower, who steps in to support Carpenter and stabilize his fragile resolve. The two men press on, seeking the truth while keeping Nina safe, aware that the Quartermass Organization will stop at nothing to retrieve the girl with healing and teleportation abilities.
To stay hidden, Carpenter and Donner seek refuge with Jeff Ealing Wally Dalton and Mercy Ealing Christine Willes, a couple who have encountered Tucker in the aftermath of the crash and offer their home as a temporary sanctuary. Among the Ealings, the group encounters Barbara Christman Isabella Hofmann and other witnesses who may hold keys to the larger conspiracy, including Michelle Carpenter Ingrid Torrance, Joe’s own family ties to the tragedy, and the possibility of outside assistance from people who remember the victims’ voices.
As the plan to rescue the children takes shape, Carpenter tries to slip inside the Organization to recover the captives and bring them to safety. He enlists the help of Tucker’s associates and a cadre of allies who have faced the Organization’s threats before, including Lee Kwong [Terry Chen], a resourceful ally who knows how to navigate the shadows of this dangerous world. The effort is fraught with peril, and the group must outmaneuver Blue Soldier [Reg Tupper] and other operatives who guard the hidden facilities.
