Sean Riley, a detective with the New Orleans Police Department, is emotionally worn down by the death of his young son and the collapse of his marriage. The weight of loss colors every step as he confronts the sudden death of his partner, Detective Dave Besson. When a string of murders surfaces, all the victims found burned, Riley is assigned by his commander, Captain Trahan, to lead the investigation. The case quickly deepens the city’s fear, and one victim turns out to be the younger brother of the feared gangster Weddo, igniting a brutal gang war that complicates every lead.
Riley is drawn back into old ties when an old friend, Colin, reappears and reveals he’s been taking on freelance security work through Spartan, a company with shadowy motives. The case widens when Riley is paired with a new partner, Detective Will Ganz, a stable, family-oriented investigator who brings a different rhythm to the pursuit. The duo stumble upon a brutal scene: mercenaries in the act of burning another victim, and a firefight erupts that leaves no easy answers.
As the investigation unfolds, Riley learns that the mercenaries were hired by a man named Raymond Crowe. The clues point to a larger connection between Spartan and the escalating violence, and Colin becomes a focal point when he is found in possession of incriminating footage—a video showing the same mercenaries from the shootout executing innocents on assignment. When Riley and Ganz track Colin down, they are ambushed by the mercenaries, now clearly identified as Spartan Security. In a desperate moment, a mortally wounded Colin blows up the house to ensure Riley and Ganz can escape.
The escalating danger fuels Riley’s resolve as he discovers that Captain Trahan intends the city to blame him for the disastrous turn of events. Trahan goes to Riley’s home to urge him to back off, but the attempt ends in tragedy when Dekker, a ruthless Spartan leader, ambushes him and leaves him dead. Riley confronts Dekker in a ferocious clash and emerges the victor, ending the immediate threat.
With Ganz kidnapped, Riley stages a dangerous rescue and infiltrates Crowe’s stronghold to purge the surviving mercenaries. Crowe himself manages to shoot Riley, but the detective answers with deadly precision, shooting Crowe down in the street. Just as the immediate danger seems over, Weddo and his gang arrive to seize Crowe, removing him from the scene and leaving his fate uncertain.
In the quiet aftermath, the two men seek small, human moments amid the violence: Ganz attends his child’s birthday party, and Riley visits the cemetery where his own son rests, a somber reminder of what he has endured and what he fights to protect. The case leaves him walking a fine line between justice and the cost it exacts, a man who must live with his losses while continuing to safeguard a city that never truly rests.
