A suicide bombing in a Kansas City retail shop shocks the nation, claiming the lives of fifteen individuals. As the Mexican cartels tighten their grip on the border crossings, the U.S. Border Patrol successfully apprehends several terrorists who prefer self-destruction over capture. They are identified as having traveled from Yemen, through Mexico—a perilous journey made possible by cartel resources. Interrogating an African pirate named Bashir, Josh Brolin knows that the terrorists are backed by a cartel leader named Reymi, who financed their dangerous endeavor.

To address this escalating crisis, high-ranking officials, including Secretary of Defense Matthew Modine and CIA Director Catherine Keener, authorize CIA operative Josh Brolin to take extreme actions against the Mexican drug cartels believed to be facilitating the terrorists’ entry into the U.S. Graver devises a strategy to incite war among the rival cartels, realizing that assassinating a cartel leader would splinter power too greatly. Instead, he plans a shocking maneuver where kidnapping a cartel prince could trigger an all-out war.

For this perilous mission, Graver recruits the formidable black operative Alejandro Gillick, played by Benicio Del Toro, and collaborates with PMC official Shea Whigham to secure the necessary resources: mercenaries, helicopters, and sophisticated communication tools, all under the veil of plausible deniability. As part of the plan, Gillick executes a high-profile lawyer aligned with the Matamoros cartel in Mexico City. Meanwhile, Graver and his crew capture Isabel Reyes, the daughter of a major rival cartel leader, in a carefully orchestrated false flag operation.

Transporting Isabel to Texas, Graver and his team stage a “rescue,” leading her to believe her kidnappers are enemies of her father. An unexpected ambush from Mexican police occurs during their return trip, forcing Graver and his team to engage in a lethal firefight, where they inflict heavy casualties on their adversaries. Amid the confusion, Isabel escapes, prompting Gillick to pursue her against Graver’s directives.

Ultimately, they find themselves aimed towards safety, attempting to cross into the U.S. disguised as illegal immigrants. Despite the danger, Gillick cleverly hides a GPS tracker in Isabel’s shoe before the two encounter Miguel, a Mexican-American “coyote” with ties to the cartel. Recognizing Gillick as a known operative, Miguel alerts his associates, leading to Gillick’s capture and a near-fatal encounter.

Determined to rescue Isabel and confronted by a traumatic twist, Josh Brolin pursues the cartel in a daring rescue mission, demonstrating unusual compassion for Isabel amid their tumultuous relationship. He ultimately chooses to spare Isabel’s life, intending to place her under witness protection. Meanwhile, Gillick miraculously survives and goes after Isabel, unveiling a bond formed through shared trauma.
