Lou Hopke James Whitmore and his wife Betty Hopke Nancy Reagan run a gas station in California and feel a debt of gratitude to Burt Ralph Meeker, an ex-Marine who has spent years confined to a veteran’s hospital since the war. Lou is indebted for Burt’s lifesaving act in combat, and Burt is also Betty’s brother.

Whenever it rains, Burt is overwhelmed by painful memories and panic, a burden that strains the couple as they worry about how his volatile behavior might affect their two young children. The weather becomes a recurring reminder of trauma, a theme that threads through each decision they make about Burt’s place in their lives.

Stella Murphy Jean Hagen has met Burt at a hospital dance and urges him to find his own footing. She dreams of moving to Oregon with him to work on her grandfather’s farm, but the region’s rainy climate and isolation discourage him from starting anew there.

Burt ultimately decides to invest in the Hopkes’ gas station, a choice that fuels Stella’s anger and leads to her departure. In a bid to channel his restless energy, Burt uses his savings to buy a small boat and begins fixing it up, turning to a tangible project as a form of coping.

Their young son Chris Dennis Ross keeps pleading with Burt to take him sailing, and the boy even sneaks aboard when Burt launches the boat, only to be sent safely back home. The tension between Bur t’s trauma and the family’s safety grows as the boy later slips out of his bedroom again and returns to Burt’s boat, now moored at a marina.

It is dark and rainy, and Burt lies asleep inside the small boat, the weather’s memory fogging his mind. The boy falls overboard, and his cries for help trigger Burt’s remembered moment of saving Lou’s life during a previous torrential downpour. In a decisive and compassionate act, Burt rescues the boy, a dramatic turning point that reassures everyone that Burt is on the path to healing and that he might be all right after all.
