Their squadron sits astride a US aircraft carrier in the Strait of Hormuz, where the line between duty and risk blurs as a radio message from an anonymous CIA operative arrives with orders to strike a suspected chemical weapons plant.

The agent’s order seems unauthorized at first, yet he provides the correct weapons authentication codes, enabling the two pilots to launch missiles that obliterate the plant. Meanwhile, John Webster, a Navy intelligence officer played by Bill Pullman, tries to clear Masters’s and Craig’s names from afar. Masters, now a grease monkey running an aviation maintenance shop at a modest airport, remains obsessed with uncovering the truth behind the incident and dreams of forming his own elite flight team. To chase a license to fly Russian jets, Masters travels to St. Petersburg, where old friends mingle with new troubles. There he encounters Karen Brooks, played by [Rachael Leigh Cook], who was once engaged to Craig. Karen is in Russia to cover an air show and, seven years after the trial, still bears the consequences of those accusations in her personal life.

As Masters follows leads, a mutual contact hints that Craig has vanished for two months and may have become entangled with a broader scheme surrounding Rainmaker. The FBI’s interest intensifies as evidence points to Rainmaker’s continued existence. In Russia, Masters and Karen cross paths with Col. Yuri Grachov, a Russian officer in charge of the air show, who believes that cooperative operations between the U.S. and Russia could emerge from the current crises. Their conversations hint at a fragile possibility for collaboration, even as political tensions and a looming oil war complicate every decision.

Across the globe, a Kurdish terrorist faction seeks to seize Northern Iraq for a new Kurdish state, financed by the same CIA agent who pursued Rainmaker seven years earlier. The agent promises additional attack planes to the Kurds in exchange for Rainmaker’s deployment. In Washington, Navy intelligence chief John Webster outlines a bold plan: Masters must undertake a secret, off-the-record mission to Iran with a team of retired pilots. Their objective is to bomb the Rainmaker installation and destroy the weapon once and for all. The same CIA agent who ordered the original strike—Jason Cutter, portrayed by Mario Van Peebles—is revealed to be playing a double game, guiding Kurdish forces toward Rainmaker while also manipulating the Americans from the shadows.

Masters’s strike team assembles a diverse crew: Luke “Cajun” Babbineaux, Arliss Skidmore, and Jorge “P-Dawg” Vasquez, along with Russian ally Anna Zhukova, a missile expert who brings crucial expertise to the mission. Karen’s investigation uncovers a tangled financial web: Craig’s stake in GeoPetrol, a company that developed biogenetic methods to decompose oil, and its ties to Iraq’s Rainmaker project. This discovery deepens the sense that much more is at stake than a single mission or a single man’s fate.

The operation’s path is brutal and intricate. The plan sends Masters’s team to Greece, then British-like air drops into Azerbaijan, from which they are expected to receive three Su-27 aircraft painted in Iranian air-force colors, plus a stockpile of bunker-buster missiles aimed at Rainmaker’s location in Iran. The mission’s fragile logistics are tested when Azerbaijan’s air force betrays the Americans, capturing the team before they escape in a Russian-built biplane and seek asylum at a Russian airbase in Syria. The clash leaves many injured, and the team regroups under the pressure of shifting loyalties. Masters informs his U.S. superiors as the involvement of Cutter becomes clearer; the Russians warn that Rainmaker’s consequences extend beyond immediate destruction, including a radioactive cloud that could kill millions.

The Russians’ stance hardens as it becomes apparent that the unknown CIA agent intended more than simply destroying Rainmaker; he wanted it relocated for extraction, all while preserving plausible deniability for the United States. Cutter orders Craig to attack the uncooperative Russian airbase to clear the route to Iran, a move that tests trust and courage. Although the Russians are reluctant, they ultimately cooperate, lending Su-27s to help Masters’s team reach their target. The air battles prove costly on both sides, with planes falling and lives hanging in the balance.

In a dramatic turn of loyalty, Craig’s actions reveal his evolving allegiance: he begins to see the broader danger Rainmaker poses if it falls into the wrong hands. He ultimately sacrifices himself to derail the Rainmaker operation, providing Masters with the critical coordinates to locate the CIA traitor who betrayed them years earlier.
