Prithvi Kumar, [Puneeth Rajkumar], is an aspiring IAS trainee who passes his CSE examination and receives posting as DC in Bellary district. He is married to his love interest [Priya], [Parvathy Thiruvothu], and leaves for Bellary where they receive a warm welcome.

In Bellary, he faces the district’s deep-seated problems: illegal mining and water pollution that affect local communities. An old man from Sandur-Taluk named Shankarappa arrives with a troubling request—his son Kantharaju has been missing for days, and Prithvi promises to look into the matter. As he starts to dig, Prithvi also opens the Eshwari mines files and encounters the Mining Federation, who tries to grease his pockets with an expensive watch. He firmly refuses. He learns from Sandur-Taluk Inspector Suryaprakash that Kantharaju is actually a government surveyor, and he visits the Sandur-Taluk hospital to see firsthand the diseases caused by the mining activity, witnessing the human cost of the district’s exploitation.

The pressure pile grows as Naagendra Nayak, the main owner of the Eshwari Mines, urges Prithvi to blindly sign off on the file with help from his minister brother Narasimha Nayak and the Home Minister. Prithvi stands his ground and sends the file to the Central Government, prompting Naagendra to retaliate by blowing up Prithvi’s bike with a bomb. During a NGO school function, Prithvi takes action against the illegal mines, triggering a strike that mobilizes people and earns him media attention as a de facto leader. Narasimha uses political leverage to push Prithvi to reopen the factory, but he resists. With the help of a reporter, Basavaraj, Prithvi uncovers a border dispute between Karnataka and Andhra Pradesh, and learns that the crucial survey file lies with Kantharaju. Basavaraj locates Kantharaju in Ananth Nagar, Andhra Pradesh and arranges a meeting; Kantharaju hands over the border-survey file and then leaves. Naagendra’s henchman discovers the exchange and Naagendra kidnaps Kantharaju.

Basavaraj tries to return to Bangalore but is kidnapped himself; Naagendra kills him and throws his severed head at Prithvi’s house. The stark threat fuels Prithvi’s resolve, and Priya—horrified by the violence—asks Prithvi to leave the district, but he tells her she can go if she must. A dejected Priya leaves for her parents’ home while Prithvi continues the fight. Prithvi confronts Naagendra’s henchmen; a brutal clash at the office follows, and the Home Minister grants him leave due to trauma.

Prithvi and his ally Surya Prakash devise a final plan: Naagendra will arrive with Kantharaju, and Prithvi will secure the border file once and for all. The confrontation ends with Prithvi defeating Naagendra, freeing Kantharaju, and burying Naagendra and his car within the mining expanse. Kantharaju and his family are reunited with Shankarappa, and Priya reconciles with Prithvi. Narasimha is arrested for the illegal mining, the mines are seized by the government, and Naagendra’s name is added to the Bellary missing person case. The story closes with Prithvi continuing his duties as the DC in Bellary, committed to resolving the district’s troubles with renewed resolve.
