On the run from justice, the notorious Charles Rane—a British international terrorist and narcotics kingpin once hailed by the media as “The Rane of Terror”—is captured by the FBI and local authorities in Miami just as he is about to undergo plastic surgery to slip away. Plans are set to shuttle him back to Los Angeles so he can stand trial for his crimes.

Widowed and battle-hardened, the veteran lawman John Cutter has earned a reputation as a principled police officer, decorated soldier, and dependable Secret Service agent. Haunted by the memory of his wife’s death during a convenience-store robbery, he has built a career around practical self-defense training for flight attendants. After a routine class, an old ally, Sly Delvecchio, approaches him with a defining offer: the vice presidency of a new anti-terrorism unit for the airline company Atlantic International Airlines. Though reluctant at first, Cutter is persuaded by Delvecchio and the airline’s president, Stuart Ramsey, to join the venture.

Cutter boards the 57th passenger seat on a routine Atlantic International flight from Miami to Los Angeles aboard a Lockheed L-1011 TriStar, where one of his students, Marti Slayton, works as a flight attendant. Unknown to them, Charles Rane and his FBI escorts are also aboard. Once airborne, Rane’s operatives, disguised as flight crew and passengers, execute a brutal takeover: they kill the FBI agents, murder the captain, and free Rane. Cutter, trapped in the lavatory, manages to contact Delvecchio with a warning, but he is soon overpowered by a henchman.

Using the captured man as a shield, Cutter confronts Rane, who demonstrates cold ruthlessness by killing another passenger and the henchman in front of him. Realizing he is outmatched, Cutter and Marti retreat to the cargo hold, where Cutter eliminates another threat, Vincent, who is masquerading as a caterer. With the plane’s fuel systems compromised, Cutter sabotages the circuitry to force a fuel dump, compelling the pilots to divert toward a small Louisiana airfield.

As Cutter and Marti prepare to flee during the landing, Marti is seized by Forget, one of Rane’s men, who then ejects Cutter from the plane. Sheriff Leonard Biggs arrests Cutter, believing him to be a terrorist and takes him to the airport building. Rane uses a staged passenger release and the prospect of freedom to win time as they refuel, while a portion of the hostages are released—an apparent tactic that Cutter recognizes as a diversion.

Breaking free, Cutter gives chase through the fairgrounds nearby, where he manages to kill another of Rane’s hired hands. Police close in, and the FBI moves to secure the situation, planning to knock Rane down with a sniper while storming the jet to rescue the remaining captives. Yet the sniper is Vincent, who kills the escorts before Cutter shoots him and allows Rane to slip inside the plane. The moment arrives for the aircraft to take off, and Cutter—together with Biggs’ help—manages to leap onto the speeding airliner via the nose gear.

Inside the cabin, Cutter confronts more of Rane’s operatives and engages in a fierce struggle with the terrorist leader himself. A vicious decompression erupts when a window is blown out and a door is torn away, heightening the tension as Cutter drives Rane toward the open hatch. In a dramatic final move, Cutter shoves Rane from the plane, sending him to a fatal fall below, while the craft returns to the field and the remaining hostages are freed under FBI protection. With the danger past, Marti and Cutter share a relieved moment and walk away hand in hand, as Biggs offers them a ride to safety.
