
During the worst drought in history, water reserves are being drained by criminals. Botijola hatches a plan against the world’s gathering top agents amid the planet’s worst drought, where water is increasingly polluted. He intends to replace every drop of water with his own colorless beverage—the drink that bears his name and contains no real water—and to do so he tries to coerce the brilliant Profesor Bacterio, the inventor who built a machine capable of turning water into energy and moving it elsewhere, into his service. To pull it off, he brings in the quick-change artist Todoquisque, who disguises himself as the beleaguered Filemón to slip into the plot’s gears.
Mortadelo Mortadelo and Filemón—the unlikely duo who have fallen out and are eking out minor city jobs that tend to go spectacularly wrong—are drawn back into the fold to solve the escalating crisis. The two old friends reunite with a shared goal: stop Botijola’s plan, fix the mess around them, and reclaim their partnership. To unravel the scheme, they turn to Bacterio’s time machine, hoping to recover the hidden pieces by leaping through history.
Their first stop is ancient Rome, where the action pivots around the Coliseum. After Mortadelo faces down a giant gladiator, they secure the initial component, only for it to be snatched away by Chulín, a malevolent agent who serves Botijola. The chase then shifts through the ages to the Inquisition, where they free prisoners and seize the second piece, but not before Chulín steals it once more. The frantic pursuit leads them to Botijola’s desert HQ, where the villain’s ambitions push the team toward a decisive confrontation.
In the final confrontations, Ofelia enters the scene with another Bacterio invention, one that destabilizes gravity and shifts the balance of power. A vast stretch of water is suddenly drained, altering the city’s landscape dramatically. Mortadelo seizes the moment to redirect the water back to the city—not to Botijola’s control—and the flood surges through streets and buildings, submerging much of the metropolis as the heroes strive to end the drought and restore order.
