Botijola hatches a plan against the world’s gathering top agents amid the planet’s worst drought, where water is increasingly polluted. He intends to replace every drop of water with his own colorless beverage—the drink that bears his name and contains no real water—and to do so he tries to coerce the brilliant Profesor Bacterio, the inventor who built a machine capable of turning water into energy and moving it elsewhere, into his service. To pull it off, he brings in the quick-change artist Todoquisque, who disguises himself as the beleaguered Filemón to slip into the plot’s gears.
