George Kuffs, Christian Slater, is a 21-year-old high school dropout from San Francisco who has just walked out on his pregnant girlfriend Maya Carlton, Milla Jovovich. With no steady job or prospects, he turns to his brother Brad Kuffs, Bruce Boxleitner, an officer in the SF Police Patrol Special program who runs the district Brad has managed. Brad refuses to lend him money but suggests a path: George could join the patrol and work under Brad’s supervision. Before George can decide, a man named Kane, Leon Rippy, shoots Brad and then casually disappears, leaving Brad gravely wounded and soon to die.

In a tense lineup, George identifies Kane as the shooter, but the police must release Kane because George never actually saw the gunfire—Kane wore gloves, erasing prints, and the shooter’s identity remains uncertain. Captain Morino, Troy Evans, a friend of Brad, later informs George that Brad has died and that George has inherited Brad’s district. A local businessman, Sam Jones, George De La Pena, eyes the district as a way to control the area, but George refuses to sell and decides to train to become a proper officer. Viewers see him as rough around the edges, and he quickly earns the ire of his fellow Patrol Specials and of Officer Ted Bukowsky, Tony Goldwyn, the SFPD liaison who has been assigned to the program as punishment for an affair with the police chief’s wife.

Early on, George’s brash behavior leads to friction on the job, including a notorious instance where he spikes the coffee of Ted Bukowsky with sleeping pills, resulting in Ted’s suspension and a blow to their fragile partnership. Yet George’s fortunes begin to shift after a gunman shoots a suicidal writer, and he survives a near miss that tests his nerve. As he earns a chance to prove himself, George uncovers a criminal enterprise operating out of a Chinese dry cleaner run by Sam Jones, and his actions win respect from many of his peers. He also reconnects with Maya, strengthening his personal stake in the case and in his future.

George moves from being a reckless newcomer to someone who takes measured steps to protect those around him. When confronted with a dangerous ambush in his own apartment, he defends himself and ultimately kills Kane in self-defense. The victory comes with its own costs, as Sam Jones intensifies his push to seize control of the district, using George’s past transcripts to challenge his eligibility to be an officer and to undermine his position. Undeterred, George continues to pursue Jones and recruits Ted Bukowsky, who had been suspended, to confront the criminal organization. A rooftop gunfight erupts with Jones’s goons, and the rest of the SF Patrol Specials come to aid them. In a final confrontation, George corners Jones in a parking garage and fatally shoots him in self-defense, bringing some measure of justice for Brad’s death.

With the immediate threat resolved, George marries Maya, and their life takes a hopeful turn as Maya gives birth to a baby girl named Sarah. Motivated by their new family, George finally takes the high school equivalency exam and passes, clearing the path to continue serving as an officer. He also secures a loan to expand his brother’s district, ensuring the work Brad began can endure and grow. In the end, the pair’s partnership and perseverance transform a risky street-level operation into a more legitimate, community-focused effort, and George embraces a future that blends duty with a renewed sense of family and stability.
