Veerappan manifests as a formidable forest brigand whose domain spans the Sathyamangalam belt across Tamil Nadu, Karnataka, and Kerala. He brazenly defies governments and a heavy security apparatus, keeping a small army under his command and thriving in the shadows of lawlessness. The film lays out the staggering price of his reign: roughly 184 people killed, a large share of them police officers and forest officials, and enormities in poaching and smuggling—elephants, ivory worth millions, and sandalwood worth tens of millions. The forest becomes his stronghold, a place where commerce and cruelty mingle, and where the authorities struggle to corral him despite the high stakes.

In 1991, Veerappan and his chief intelligence figure, Gandhi, strike hard, decapitating IFS Officer P. Srinivas (Gadda Viji) in a brutal display of power. As the years pass, Veerappan’s network tightens, and he leverages the death of his close ally Gandhi via an unnamed informer (Aziz Naser) to mislead the Special Task Force (STF). A covert operation, led by Rockline Venkatesh as T. Harikrishna S.P., alongside Rajesh Nataranga as S.I. Shakeel Ahmed, ends in a catastrophic failure for the police, who are outmaneuvered, killed, and disarmed by Veerappan’s brutal cadre.

To counter this relentless threat, the Tamil Nadu STF chief K.S. Sridhar appoints an undercoverI.P.S. spy in Karnataka as a master-strategist, a pivotal figure portrayed by Shivaraj Kumar. The plan—Operation Cocoon—depends on a wide web of tribals and informers, including a Deputy spy and a woman STF ally, Shreya, who befriends Muthulakshmi, Veerappan’s wife (Yagna Shetty) and provides a cover that threads the operation through Veerappan’s inner circle. On the ground, a loyal undercover team led by Rambo Krishna pushes forward from the Palar base, traveling through challenging terrain with a 41-member force that includes officers from two states, forest officials, and trackers.
