During a routine F-16C patrol over United States airspace west of Alaska, Doug Masters, [Jason Cadieux], and his wingman push their jets to the limit to test g-forces, only to stray into Soviet airspace. One Soviet aircraft locks onto Doug, and he is shot down. He successfully ejects but is captured by Soviet soldiers, a memory that haunts him for years.

Years later, a haunted Doug works as a crop duster, trying to reclaim some normalcy as he carries the weight of captivity. His old friend, retired Gen. Charles “Chappy” Sinclair, [Louis Gossett Jr.], offers him a chance at purpose again by inviting him to join a flight school that doubles as a rehabilitation program for troubled teens. The school operates Harvard IV trainers and emphasizes responsibility, safety, and discipline, turning teenage misfits into disciplined pilots who learn to fly with care and precision.

During a public exhibition, the school’s teens face off against rival youths from the Air Force in a high-stakes display of skill and nerve. Wheeler, [Joanne Vannicola], uses wit and cunning to swindle a drug dealer out of $2,000 by handing him a bag that appears to contain cocaine but is just sugar. With her co-pilot Rudy Marlowe, [Dominic Zamprogna], she plans a flight toward Mexico. Doug, stepping back into the cockpit world, pursues them and forces a landing on an abandoned air force base. A platoon of armed men springs into action, threatening the teens, and Doug intervenes, briefing Chappy about the incident.

That confrontation draws the attention of Maj. Gen. Brad Kettle, [Al Waxman], and Chappy as they investigate a storage bunker that is revealed to be a front for chemical weapons. Doug’s departure from the school follows soon after, and the state orders Chappy’s program terminated, with the students sent back to juvenile hall. Wheeler’s audacious actions continue as she steals a trainer to create a diversion, allowing the teens to hijack a bus and return to the school. In response, Chappy orchestrates an operation to infiltrate the airbase and marshal enough resources to halt the convoy carrying the chemical weapons.

Inside the base, Kitty Shaw, [Rachel Blanchard], and Chappy uncover Operation Pandora— a scheme to deploy chemical weapons against hostile nations like Cuba. They print out the evidence and hand it to Kettle, while Dana Osborne, [Karen Gayle], and Rudy attempt to stop the convoy but are shot down in the process. Rudy is wounded by Maj. Pierce, [Dean McDermott], as Doug, Chappy, and the rest of the team accompany Kettle to Craig Air Force Base, only to discover that Kettle is the ring-leader who captures the group.

Kitty’s quick-thinking moment arrives when she hacks the computer and triggers an ongoing alarm of fire extinguishers, buying the time for the team to escape. A stray shot ruptures a canister, contaminating the chamber and killing Dr. Francis Gully and everyone inside. With Kitty and Peter Kane, [Max Piersig], slipping into the cargo plane carrying the chemical payload, Kitty seizes the controls while Peter opens the cargo door, sending the soldiers tumbling out.
