Stella Johnson Barbara Eden is a beautiful widowed single mother who thrives in Harper Valley, Ohio, where she sells cosmetics door-to-door for the fictitious AngelGlo Cosmetics and embraces life with gusto. Her fourteen-year-old daughter, Dee Susan Swift, attends Harper Valley Junior High School, navigating adolescence with a mix of curiosity and independence.
When Dee returns from school with a letter from the Parent-Teacher Association board, Stella faces the pomp and circumstance of Flora Simpson-Reilly Audrey Christie, the PTA’s self-important leader. The letter accuses Stella of flouting the community’s mores and threatens to expel Dee unless Stella conforms to the board’s narrow expectations. Frustrated by the board’s apparent moral superiority and hypocrisy, Stella crashes the PTA meeting, and with a sharp, fearless speech, she exposes the hidden lives of several members, turning the room and the town’s opinion on its head.
In retaliation, Stella’s home is vandalized—toilet paper and a taunting rock are thrown through her window—igniting a desire for retribution. She teams up with her friends, beautician Alice Finely Nanette Fabray and bartender Herbie Maddox Ron Masak, and with Dee’s help, they set out to teach the hypocritical PTA crowd a lesson. Their plan of action includes playful yet pointed acts: maneuvering a married board member who has persistently pursued Stella into an awkward rendezvous, publicly shaming Flora Simpson-Reilly at a grand social event, revealing the secret antics of a prim-and-proper female board member, and even dispatching a herd of pink-painted elephants into the bedroom of an alcoholic board member.
Amid the schemes, a real connection forms. Willis Newton Ronny Cox, a wealthy board member who was not part of the letter, falls for Stella, while Skeeter Duggan Bob Hastings, the town notary public, and Will share sympathy for Stella’s cause. With Will’s encouragement and support from Skeeter, Stella contemplates a larger step: a run for PTA President. A transformative makeover—braces removed and hair styled—helps her present a renewed, confident image to the town.
Dee also experiences change, finding a boyfriend in Carlyle, a popular track star, which stirs jealousy in Bettina Reilly, Flora’s granddaughter. Dee’s friend Mavis and Dee’s evolving social circle become part of the wider tapestry of Harper Valley’s youth and gossip, while Olive Glover Molly Dodd, the PTA’s Recording Secretary with a gambling habit, becomes a catalyst for further complications.
Kirby Baker Louis Nye, a real estate agent and PTA board member, tries to ruin Stella by foreclosing on her house (his company owns the property), but his assault on Myrna Wong Irene Yah-Ling Sun leads to his arrest and complicates the board’s already fragile power. Desperate, the board hires thugs Dutch Royce D. Applegate and Tex JJ Barry to abduct Skeeter in a bid to counterfeit the election. Olive’s embezzlement of funds from a Milk Fund Rally adds another layer of risk, and her plan to frame Mavis backfires in the unfolding drama.
Stella and Alice pursue Olive to a racing stable, where they recover the stolen money—some of it marked by Will—before racing back to town. Will and Herbie spot the kidnappers from a helicopter and alert the women in trouble. Disguised as nuns, Stella and Alice locate Skeeter, free him, and flee after a high-octane car chase that ends with the criminals crashing into a stream.
As the scheme unravels, Flora’s desperate counterattack collapses. Olive is arrested for embezzlement just as the PTA board is ready to vote against Stella. Dutch and Tex, already detained for Skeeter’s kidnapping, reveal to the police that Flora orchestrated the entire plot to keep Stella off the board. With the town’s support swinging in her favor, Stella wins the election and becomes the PTA president, and the community bids farewell to Flora and her allies.
In a joyful denouement, Will and Stella marry, taking off in his helicopter as the credits roll. A banner trailing from the aircraft proclaims, STELLA JOHNSON FOR MAYOR, signaling Harper Valley’s appetite for change and a future rebuilt on openness, courage, and a shared sense of community.
