The secret police of a certain country learn that Max Boa, the boss of an international crime organization, has slipped into Iran, and they dispatch their agents to Tehran to capture him. But Boa’s henchmen pick them off one by one, and Boa himself remains shrouded behind a web of decoys, so even his own subordinates never know his true face. The assignment falls to a legendary hitman, Golgo 13, who is offered a reward of $500,000 ($3,454,346.85 in 2024) to carry out the assassination. He lands in Tehran by plane, cool and precise, while a female secret police agent, Catherine Morton, tails him and ends up meeting him in the field, both of them playing a dangerous game of cat and mouse.
Parallel to the pursuit, Boa’s influence weaves through the city’s shadows. Boa’s information network points Golgo toward a nightclub manager known as Mr. Wine, who holds critical inside knowledge about the gang and confirms Boa’s fondness for birds. But danger closes in quickly: Boa’s men ambush a hotel where a trusted ally, a private detective named Egbali, has just revealed too much, and Egbali is killed before Golgo can intervene. The murder drags Golgo into the glare of Tehran’s police, who begin to suspect him of the very crime he came to solve. The chain of betrayals tightens as Mr. Wine, whom Golgo hinted at Boa’s hideout in the Old Town, is silenced as well, and the city’s hunt for the truth intensifies.
Human trafficking stories surface amid a string of kidnapped women, and the case hits close to home when Sheila Jafari, the wife of city police inspector Aman Jafari, is kidnapped by Boa’s gang. Aman, picking up Sheila’s coat from the street, narrows the list of possible suspects to an Asian man who resembles Golgo, and he closes in on the hotel where Catherine and Golgo are laying low. The authorities capture a henchman tied to Boa’s confidant, Douglas, and begin to unravel the brutal truth behind the disappearances. Yet Boa’s network remains ruthless, and the police learn the gang’s reach goes far beyond Tehran as the abducted women are moved toward overseas markets.
As the net tightens, Walter, the gang’s blind assassin, becomes a formidable obstacle, and Catherine’s involvement places her directly in the crossfire. When Catherine communicates a final, passionate confession of love for Golgo, Boa’s men seize her, using her as leverage to force Golgo out into the open. Aman, racing to intervene, confronts the gang in a dramatic showdown, frees the hostages, and is mortally wounded in the process, his hand held by Sheila in a heartbreaking farewell that grounds the film in human loss against a backdrop of international crime.
Golgo, relentless and unyielding, pursues Boa through a maze of peril. He outmaneuvers a helicopter sent to trap him and devastates the pursuit by destroying the gang’s air support. Stranded in the wasteland of the Dasht-e Kavir, Golgo endures days without food or water, driven by the need to avenge Catherine and Aman. The chase culminates at a lakeside dawn, where Boa—now revealed among a breakfast party on the terrace with a companion—falls to a sniper’s bullet, the small bird that once symbolized Boa’s vanity perched nearby as a grim sign of his downfall. From the opposite shore, Golgo watches the moment and, with the morning light breaking over the horizon, continues his solitary march toward the next target of accountability, a relentless pursuit to bring justice to those who kidnapped innocent women and to honor the memories of Catherine and Aman.
