In the Arctic, a mysterious aircraft is shot down by an American jet, its crash sending a cascade of events that awakens a sleeping behemoth: a giant prehistoric turtle with tusks. The explosion of an atomic bomb aboard the craft stirs something ancient beneath the ice, and nearby Japanese scientists on an expedition—Dr. Hidaka, Eiji Funakoshi his assistant Harumi Kiritachi and a reporter named Aoyagi—are drawn into the unfolding mystery after a stone tablet is handed to them by an Eskimo Chief, Yoshio Yoshida who explains that the creature is called Gamera. The tablet’s revelation comes as Gamera tears through the expedition ship and escapes into the sea, leaving the investigators with more questions than answers.

Strange sightings soon ripple across Japan as the public/authorities report flying saucer-like incidents. In Sagami Bay, a boy named Toshio Yoshirō Uchida and his family cross paths with Gamera when the creature attacks their lighthouse. Yet the monster does not strike to destroy; it saves Toshio from a fatal fall, and a bond forms in the boy’s heart. Toshio’s belief that Gamera might be lonely and misunderstood begins to shape his view of the colossal guardian, especially after he learns that his own pet turtle was left behind. The connection between boy and creature echoes quietly through the mounting crisis.

Back in the lab, Dr. Hidaka and his colleagues press the military for solutions. When Professor Murase is consulted, the scientists entertain the possibility that Gamera’s behavior is driven by energy needs, including a potential attraction to fossil fuels or even atomic energy. The military contemplates drastic measures, and the situation grows more perilous as disasters cascade across the country: floods lash Koto Ward, and ships collide in Tokyo Bay. Dr. Hidaka cautions that Gamera’s presence might be responsible for these disturbances, even as the public wonders what the creature truly wants and whether it can be reasoned with rather than fought.

Amid the chaos, an international conference embraces a bold plan—the so-called “Z Plan,” engineered to contain or redirect the monster. The plan centers on the island of Oshima, where scientists and military forces coordinate a strategic sequence. Toshio’s family relocates to Tokyo, staying with Toshio’s Uncle Tsutomu Nakata as the world braces for a decisive confrontation. Gamera makes landfall at Haneda Airport and begins to roam Tokyo, challenging the city’s defenses and drawing crowds. To keep Gamera at bay, the military coaxes it toward an oil refinery, feeding the behemoth petroleum via trains in a carefully controlled standoff.

As the Z Plan closes in, Nobuyo Sakurai [Michiko Sugata] becomes entangled in the search for her brother, while Toshio’s persistence drives him toward restricted zones in a bid to glimpse his friend again. The plan’s gears grind toward a dramatic culmination: Gamera is lured into the nose cone of a colossal rocket and is intended to be launched toward Mars. But fate, and the elements, complicate the mission. A typhoon veils the skies, snuffing out the bonfires meant to guide the creature, and a nearby volcanic eruption becomes an unexpected beacon that redirects Gamera’s path back toward the planned trajectory.

When the moment finally arrives, the Z Plan goes into effect, and Gamera is propelled into space as a symbol of humanity’s ingenuity and resolve. The world celebrates the audacious effort, even as Toshio—standing at the edge of goodbye—shares a hopeful promise with Dr. Hidaka: he intends to study to become a scientist so he can one day visit his subterranean friend. With the rocket’s thunder fading behind them, Toshio bids Gamera farewell, the child’s conviction tempered by a bittersweet mix of pride and longing, and a quiet belief that their paths may cross again.
