Fujian Blue unfolds along Fujian’s southeastern coast, a province perched across the straits from Taiwan, where the 1980s opening up to the outside world reshapes lives in quiet, sometimes brutal ways. The film weaves two interconnected tales about young people navigating a landscape where opportunity, crime, and family loyalties collide, painting a portrait of a region at a crossroads.

In the first thread, “The Neon Knights”, a young man named Amerika Zhu Xiaopeng toils in Fuqing under the shadow of a criminal network. He works for Roppongi, a ruthless operator who runs a blackmailing ring targeting lonely housewives who have strayed while their husbands are away. Unbeknownst to Amerika, his own mother is entangled in crime as an agent for the smuggler Czech. When his plan to force his mother to pay for his college education backfires, Amerika becomes ensnared in the very scheme he hoped to exploit. The unraveling push him toward a desperate instinct for safety, driving him to seek refuge on the distant, windswept shores of Pingtan Island. The island’s rugged beauty and hard-edged men and women who live on its fringe become the stage for a reckoning that will test fidelity, courage, and the limits of family loyalty.

The second thread, “At Home at Sea”, follows a second youth who finds himself on the same island, drawn into the consequences of the same underworld. Dragon [Luo Jin] has fled to Pingtan after stabbing a man, a consequence of deeds tied to the loans used to have his brother smuggled out of the country. On this shared island, where past crimes echo in the present, Amerika steps in with money to help Dragon decide his path. Faced with a stark choice—emigrate in search of a new life or stay and aid his family—Dragon must weigh personal survival against the obligations that tether him to those he left behind. The money becomes more than a private loan; it becomes a test of loyalty, hope, and the possibility of a different future.

As both stories unfold, the film builds a nuanced picture of a region in transition. The characters’ paths cross, their choices ripple outward, and the delicate balance between escape and responsibility comes into sharp relief. The coastal setting—where the sea both isolates and connects—frames a meditation on youth, risk, and the price of seeking a better life in a changing world.
