John Sands, Steven Seagal, an Air Force pilot, has been wrongfully imprisoned in a military detention center where his memory is to be chemically wiped out. His superiors feel threatened by the knowledge he gained from assignments to operations deemed too sensitive for regular intelligence services, and he makes a tense escape from the detention facility, setting the stage for a high-stakes mission that could prove his innocence or doom him further. The atmosphere is tense, the stakes are personal, and every move could be a step toward freedom or ruin.

A top secret Air Force Stealth Bomber known as the X-77, capable of going anywhere undetected, is stolen by corrupt Air Force pilot Steve Toussaint as Ratcher. General Tom Barnes, Angus MacInnes, Sands’ former commander, learns that Sands was arrested after taking down a group of men robbing a rest stop, and it is revealed that Sands was Ratcher’s trainer. Barnes dispatches Sands to northern Afghanistan with fellow pilot Rick Jannick to recover the X-77, promising that Sands will be a free man if he succeeds. He also has Admiral Frank Pendleton, Tim Woodward, on an aircraft carrier in the Gulf of Arabia keep a team of pilots on standby in case an air assault is needed on the compound where the X-77 is hidden, ready to destroy it if recovery fails. Before Sands and Jannick reach Afghanistan, a Navy SEAL team planted there to meet them is wiped out by Eliana Reed, Katie Jones, who then kidnaps Jannick and brings him to her boss, Peter Stone, Vincenzo Nicoli, the man who paid Ratcher $100 million to steal the X-77. In a village near Stone’s compound, Sands reconnects with his contacts Jessica, Ciera Payton, and Rojar, Alki David. The picture expands beyond a simple theft: Stone was born to a Muslim mother and a British father, spent his childhood across the Middle East, and studied at Oxford. His mother’s death in Desert Storm fuels a vengeful impulse, and Stone forms the Black Sunday terrorist group. Eliana Reed acts as Stone’s second in command, traveling between guerrilla networks and the core operation to provide the foundation for Stone’s violent ambitions.
