Raja Jaichand Sadashiv Amrapurkar is the dictator of a distant border region, ruling through brutal force and spectacle. He kills innocents for his own entertainment, rejects any real authority from the Indian government, and forges dangerous ties with foreign powers to keep his grip on power. In this volatile setting, Gayatri lives with her two adopted brothers, Veeru Dharmendra and Dheeru Vinod Khanna—two small-time crooks and con men who are well known to the local police. When Gayatri meets and falls in love with Police Inspector Arjun Thanghe Rajinikanth, the pair are swept up in joy, and their wedding is arranged with much pomp and ceremony.

A flashback reveals that the duo were police trainees. Veeru Dharmendra had fallen in love with their commandant’s granddaughter, Sheela Jaya Prada. On the Holi festival, Veeru plans to ask for her hand, but a terrorist strikes, killing Sheela and several officers’ family members in revenge for his men. Veeru seeks vengeance for Sheela’s death while Dheeru shields the authorities from intervening, and the two are imprisoned for a time for taking the law into their own hands.

In the present, the brothers are drawn into Jaichand’s scheme when his henchwoman Lilly recruits them to eliminate the government’s commandos stationed at a village police camp and to take their place. At the camp they discover that Arjun Thanghe Rajinikanth had been assigned to run it and was trying to set things right, but he is killed in the ensuing conflict, leaving Gayatri violently shaken and questioning everything she believed.

The two brothers are pulled back into duty by their former commandant, who reveals that they had already been candidates for undercover work and were being kept under observation. He pushes them to adopt a smarter, more strategic approach rather than a reckless rush for revenge. To gain the upper hand, they enlist Rasbhari Sridevi, a local girl whose skills and courage help them navigate Jaichand’s secret fortress. Together they face a string of daunting obstacles, including brutal soldiers who are loyal to Jaichand and who have already claimed Arjun’s life.

As the plan unfolds, Veeru Dharmendra and Dheeru Vinod Khanna move through clever infiltrations, leveraging the fortress’s weaknesses and the loyalties of those inside. They outwit Jaichand’s guards, break through the fortress’s defenses, and rally local allies to their cause. In a climactic confrontation, Jaichand’s army is toppled, and the tyrant’s hold over the region is broken. The victory is not just a battle won, but a restoration of order and sanity for Gayatri, who regains her footing after the harrowing ordeal.

In the end, the two brothers have paid a heavy price for their past misdeeds, but their actions bring justice for Gayatri and others who suffered under Jaichand’s brutal regime.
