In the fictional city of Bulwark, recently released parolee Henry Johns grapples with the harsh realities of his surroundings as he confronts his mother about her return to prostitution and drug use. After a difficult conversation, he finds solace in reuniting with his handicapped younger brother, Ethan.
Fast forward three weeks, detectives Brett Ridgeman and Anthony Lurasetti face a precarious situation; suspended from the police force without pay after a video surfaces showing their acts of police brutality against a drug dealer. With mounting financial pressures—Ridgeman hoping to relocate his family to a safer neighborhood and Lurasetti hesitating to propose to his girlfriend Denise—they find themselves in a desperate bind. When Friedrich, a wealthy businessman with shady connections, tips them off about the reputed thief Lorentz Vogelmann, Ridgeman persuades Lurasetti to assist him in surveilling and ultimately robbing Vogelmann.
Meanwhile, Henry and his childhood friend Biscuit are enlisted by Vogelmann as getaway drivers. Together, they join a crew bent on a series of robberies aimed at acquiring a custom bulletproof van. The tension escalates when Vogelmann’s gang executes a brazen bank heist, taking hostages, including Kelly Summer, a bank employee who recently returned from maternity leave; tragically, she is shot for trying to avert a crisis by alerting the police. Following an appalling spree where they castrate the bank’s manager, the gang makes a chaotic escape with Cheryl, a hostage, all while being trailed by Ridgeman and Lurasetti.
