Professor Emil Keller unveils a device capable of pacifying even the most violent criminals. The Doctor and Jo travel to Stangmoor Prison for the demonstration, but the demonstration quickly unravels. They soon learn that the Doctor’s old foe, the Master, is behind the machine, turning the situation into a dangerous showdown.
