He clings to the belief that a rogue, experimental bio-toxin is the culprit and tries to convince the press and the police that the outbreak is man-made rather than natural. The authorities, including the Centers for Disease Control and Prevention, are divided and suspicious, and ultimately he is sent away to Haywood Maximum Security Prison to await further testing and evaluation.

A BBC correspondent, Samantha Beckett, is dispatched to gather more information about the escalating crisis and to observe how the prison handles the alarming reports. As Travis and a fresh wave of inmates arrive, they are processed and lined up under the watch of Lieutenant Sweeney as he declares that he is “top of the food chain” in this harsh facility. When he notices Travis’s severe coughing and pale appearance, he orders him to the infirmary, suspecting nothing less than a full-blown outbreak.

The prison also welcomes a new arrival, a man named Johnny, who is brought before Warden Mahler. Mahler issues a stark warning not to provoke trouble or anger the guards.
