Prime Minister Pierre Elliott Trudeau and other ministers opposed recognizing inherent Indigenous self‑government rights, while First Nations, Inuit and Métis leaders fought to enshrine them. The conference was Trudeau’s final constitutional meeting before resigning, after which Brian Mulroney took over.
