The film draws its inspiration from Mumbai’s Dagdi Chawl, a place historically tied to gangster activity in the 1980s and 1990s, and the home of Arun Gawli, the notorious figure popularly known as “Daddy.” Set in 1996, the story unfolds against a city scarred by rival gang wars, where power plays unfold as elections approach and alliances shift with the winds of violence.

Chandu Parab, nicknamed Chandu Mama, is a key extortionist working for Daddy, the Byculla don who runs his operations from Dagdi Chawl. As Daddy plans to contest upcoming elections, he orders a crackdown on several opposing candidates. In the midst of this, Chandu threatens a former MLA during a shootout that leaves the bodyguard and driver dead.Daddy reproves Chandu for overstepping and sends him underground for a period, while Kala Coat, the gang’s lawyer, questions who will shoulder the extortion work in his absence. Into this vacuum steps a young man who arrives at Dagdi Chawl, signaling the next phase of the story.

On the other side of the city, DCP Khan begins to piece together a new entrant in the Byculla underworld, a man who appears calm and without a criminal record. The police commissioner explains that Surya, the son of one of Khan’s honest subordinates, has entered the scene. Khan recounts how their paths first crossed, and why Surya’s presence matters. Six months earlier, Khan had laid a trap for two members of the Ansari gang. In a tense encounter, one suspect is killed by Inspector Kale, a police officer known for carrying out encounter-style killings. As the pursuit continues, Surya intervenes to rescue a girl held hostage, a moment that earns Khan’s respect for Surya’s courage and quick thinking. Later, during Ganesh Visarjan celebrations, Surya’s Ganesh mandal faces pressure from Sattar Memon, a local gang leader who tries to block the procession. Surya confronts him, defeats his men, and keeps the situation under control when Sattar tries again to disrupt the event.

Desai, a builder, becomes the target of a protection-money arrangement orchestrated by Kala Coat and Surya. Surya handles the levy and hands over the money to Dagdi Chawl, but Desai lodges a police complaint. Khan orders Surya’s arrest, and Inspector Kale takes him into custody with the intention of staging a fake encounter. Khan arrives just in time to prevent the killing and questions Surya, pushing him to reveal what happened over the previous six months. Surya tells his story, setting the stage for the choices he will face next.

Born into a lower-middle-class life in Abhyudaya Chawl, Mumbai, Surya works as a garage mechanic after completing an ITI course, sharing the workshop with his friend Mukesh. He is in love with his neighbor Sonal and proposes marriage, but trouble erupts when local youths harass Sonal during her birthday celebrations. The backlash is severe enough that Sonal’s parents decide to move her to Nashik for safety, prompting Surya to flee to Mahabaleshwar with her. En route, a bus is stopped by Chandu’s men, and Sonal is assaulted. Surya acts in self-defense, stabbing Chandu and sparing Sonal’s life. The couple escapes into the forest and eventually marries in a temple. Surya maintains contact with Mukesh and his father by phone for a time, but a urgent call from Mukesh pulls him back to Mumbai, only to learn that his father has been killed.

During his father’s cremation, Surya is again targeted by Chandu and his gang. He fights them off and escapes, while Kale places police security outside the chawl in an attempt to trap Surya. Mukesh introduces Surya to a corporator named Rane, who then connects them with Raju Nepali, a mediator among the city’s criminal circles. Raju informs Daddy about Surya, who agrees to meet him at Dagdi Chawl. After hearing Surya’s account, Daddy chastises Chandu but recognizes that Surya’s actions could undermine his own authority—so he tests Surya by sending him to collect money from a jeweler, Neminath Shah. Desai’s complaint notwithstanding, Surya completes the task and returns with the cash, only to be captured by Inspector Kale and tortured to reveal who ordered the extortion. Surya refuses to reveal his informants, and Kale escorts him back to Dagdi Chawl, where it’s revealed that Kale has been working for Daddy all along. The interrogation, meant to test Surya’s loyalty, ends with Daddy offering a permanent role in the gang, though Surya initially declines.

A few days later, unidentified gunmen attack Surya, leaving him hospitalized. Kala Coat visits again, encouraging him to join Daddy’s organization. Surya agrees and begins assisting Daddy with activities tied to the upcoming election, even succeeding in collecting money from a diamond merchant named Narottam Das. After Surya finishes recounting his story, Khan asks him to testify against Daddy in court for the Desai case, but Surya refuses, explaining that Daddy safeguarded his family. Ahead of Daddy’s final election rally, Khan informs Surya and Godbole that there is a plot to assassinate Daddy, and identifies three suspects—Wasim Khan, Nawazuddin, and Sayyed Ansari—with a possible fourth conspirator still at large.

At the rally, Surya and Khan’s team track down the suspects, who confess that they were hired by Inspector Kale. Daddy orders his men to find Kale, while Surya captures Kale and learns that Kale was behind the conspiracy. Kale concedes that Chandu orchestrated the entire plot and was responsible for Surya’s father’s death. Confronted with the truth, Surya defeats both Chandu and Kale, and Daddy commands Surya to execute them. With the deed done, Surya and Daddy part ways, though Daddy assures him that help could come from time to time if needed.

Surya returns to Abhyudaya Chawl, but the shadow of his past in crime continues to trail him, suggesting that the line between law and crime remains blurry and that the choices he made may continue to define his future.
