In the bustling heart of Udayapura, Bengaluru, an honest politician named Sujjan Rao contests the MLA seat and steadily grows into the people’s favorite Chief Minister. Yet behind the scenes, he faces quiet enmity from the former Home Minister, Palaksha, and his loyal sidekick, Venkatesha (often called Venka). The duo covertly backs an extortion gang after their leader, Dalapathy, is jailed for murder. When constant complaints about police effectiveness flood in from the locals, Sujjan moves Pradeep to Udayapura as the new Deputy Commissioner. Pradeep, once Circle Inspector, had been punished and transferred after getting entangled in a custodial murder case, a setup that Palaksha exploited. His arrival becomes an obstacle to Palaksha’s malicious plans, prompting Palaksha to seek help from Dalapathy, who still owes Pradeep and Sujjan a debt for their roles in his incarceration.

As the people of Udayapura and Shantipura stage a bandh over the government’s inaction on alcohol production, they turn to Narayan, Sujjan’s tutor and a respected freedom fighter, to lead the struggle. Dalapathy, hospitalized in a Mysuru hospital, orders his henchmen to recruit two jobless youths, Subbu and Seenu, to escalate the peaceful protest into violence. The domino effect begins as looting and killings unfold, shops are wrecked, and even Narayan is killed. Although Pradeep arrests the initial rioters, the attackers slip away. Dalapathy, who escapes to Bangalore, forges a renewed alliance with Palaksha and continues terrorizing the towns, forcing Pradeep to impose a 24-hour curfew in Udayapura and Shantipura.

The following day, with the curfew momentarily relaxed to allow essential shopping, Dalapathy’s goons launch fresh violence, compelling Pradeep to order an even harsher curfew and a shoot-at-sight directive. To deepen the crisis, Dalapathy detonates a bomb on a water pipeline, pitting slum dwellers against the police and even causing the death of an innocent man who is then framed as a police casualty. Subbu and Seenu, wracked with remorse, try to assist a sick baby, but Subbu is fatally shot by the police. Pradeep closes in on the gang’s hideout in Udayapura, and with the aid of a journalist named Srinivas—who had secretly photographed the criminals during the riots—and the physician Murthy, who treated Dalapathy and reveals the brutal intimidation used on his wife to secure the escape, the police begin to turn the tide.

With new evidence and allies, Pradeep exposes Dalapathy’s escape route to Mysuru and uncovers how the gang was manipulated by Palaksha and Venka. Through the combined efforts of Murthy and Srinivas, Dalapathy is turned against his former bosses. In a climactic confrontation, Dalapathy is killed after a tense pursuit that culminates in a sniper showdown intended to strike at Sujjan, who has organized a political procession, a padhayatra. Yet Pradeep steps in to safeguard Sujjan and ultimately eliminates Dalapathy. In the aftermath, Sujjan delivers a unifying message that honors the police and urges the people to respect and support those who uphold the law. With the danger dissipated, the people of Udayapura reclaim their peace and return to a hopeful, once-again harmonious life.
