In 1840s London, Dr. Thomas Bolton [Boris Karloff] experiments with powerful anesthetic gases, dreaming of making surgery painless for every patient. He pushes the boundaries of medical science during a public demonstration before a panel of peers, but the scene ends in horror when his patient awakens under the knife. The gang’s latest scheme hinges on Bolton’s scientific notebook, which he left behind in a fog at a smoky tavern—the notorious Seven Dials haunt where danger and deceit mingle. Black Ben seizes the opportunity to force Bolton into signing false death certificates, a grim bargain offered in exchange for the notebook’s return. Soon Bolton finds his professional world fraying at the edges as his suspension from duty and the cutting off of his chemical supply push him further toward desperation. In a dangerous night heists, Bolton and Resurrection Joe break into the hospital’s supply room; the plan goes awry when Joe murders the night watchman, a brutal act that Bolton attempts to drown in his inhalations and delirium.

As the net tightens, Inspector Donovan [Nigel Green] grows suspicious of the forged death certificates and leads a sweeping police raid on the tavern. The confrontation ends grotesquely: Black Ben, unable to escape, falls to his death while attempting to reach the roof. In the chaotic aftermath, Joe viciously stabs Bolton to death, but not before Bolton hurls acid in Joe’s face in a final desperate bid to hurt his tormentor.
