Steve Kendall [Allan Lane] is an American telegraph operator aboard a cargo ship who stumbles upon a dangerous secret: the vessel is carrying contraband arms. When a revolutionary agent forces him to send a message ashore, Kendall’s actions draw the attention of the secret police. The agent is shot as he tries to jump overboard, and because the two were seen together, the police wrongly suspect Kendall of colluding with the revolutionaries. As the ship nears port, Kendall dives overboard and makes for the shore.

Hunted by the militia and police, he encounters Nedra Carlson [Linda Hayes], the sister of the dead revolutionary, who is tangled with the underground movement. Nedra explains that her group had planned to hijack the illicit arms on Kendall’s ship. She then introduces him to Tio [Robert Barrat], an American expatriate who runs a local dance hall. Tio agrees to hide Kendall in the hall’s basement while Nedra tries to devise a way to smuggle him out of the country.

Nedra arranges transport for Kendall on a steamship heading north, but the net tightens as the police descend on Tio’s place, forcing not only Kendall to flee but also Tio and his friend Studs [Charley Foy]. The pursuit zigzags by land and sea, pushing the four toward the coast until Tio radios for help. After a brief gunfight, they manage to escape via a seaplane to the United States. Once stateside, Nedra tearfully tells them that she must return to help her comrades in their fight for freedom.
