Six months after winning the 74th Hunger Games, Katniss Everdeen and Peeta Mellark have returned home to District 12, the poorest sector of Panem. The mood is tense as President Snow arrives to remind Katniss that her televised acts of defiance have sparked unrest across the districts. He warns that she must convince the country that her actions were driven by love for Peeta, or else her loved ones, including Gale Hawthorne, will pay the price. Katniss tells her mentor, Haymitch Abernathy, about Snow’s threat, but she keeps the danger a secret from Peeta.

The Victory Tour unfolds with a harsh glare of Capitol control.
