During the opening ceremony, Conan Edogawa [Minami Takayama], Professor Agasa [Kenichi Ogata], Ran Mouri [Wakana Yamazaki], Ai Haibara [Megumi Hayashibara], and the Detective Boys—Genta Kojima [Wataru Takagi] and Mitsuhiko Tsuburaya [Ikue Otani]—stand on the observation deck of the 635-metre Bell Tree Tower, taking in the view and the spectacle of the city below. Suddenly, a bullet tears through a window, hits a man in the chest, and shatters a TV screen, turning celebration into chaos. Conan stays remarkably calm, using the zoom function on his tracking glasses to trace the bullet’s path to its source and pinpoint the sniper. He is joined by Masumi Sera [Noriko Hidaka], who had been shadowing the victim as part of an assignment, and the two give chase on Masumi’s motorcycle. The pursuit soon turns deadly as the sniper unleashes a handgun and even drops hand grenades to eliminate his pursuers. The FBI is pulled into the investigation, yet the shooter and the unfolding mystery vanish into the ocean, leaving behind questions and fear.
As investigators dig deeper, a troubling thread emerges: a link to a special United States Navy SEALS squadron and to other former US military officers now operating in Japan. The first round of sniping is only the beginning; more people are shot, and Tokyo tumbles into a wave of panic. Clues—such as a rifle case and a dice left at scenes—hint at a larger, meticulously planned operation. Conan’s analysis starts to point toward Timothy Hunter [Kazuya Nakai], the mastermind behind the scheme, whose student Kevin Yoshino [Sota Fukushi] helped carry out the killings in a bid to repay Hunter for saving his life during their joint operations in the Middle East.
The motive behind the killings comes into sharper focus: Waltz, jealous of Hunter’s accomplishments, engineered a plan to deny Hunter the Silver Star. He even ordered Murphy to assassinate Hunter, but the attempt backfired; a fragment of the bullet remained lodged in Hunter’s skull, damaging his optical nerves and leaving him partially blinded. Yoshino eventually uncovers the deception, but Waltz destroys the evidence before it can be used in court, pushing Hunter toward a vengeful course. The five sniping positions, viewed from ground level, align to form a pentagon—the five points of a Silver Star—tying the killings together in a single, sinister design.
In the climactic sequence, Yoshino attempts to kill Waltz, only to be foiled when Conan intervenes by kicking a ball to divert the trajectory of the bullet. Yoshino then targets Conan, but Subaru Okiya [Ryotaro Okiayu] steps in to save him. Ran [Wakana Yamazaki], unaware of Conan’s plan to rescue Ayumi, races after Yoshino and trips, narrowly avoiding a fatal strike. The combined effort of Conan and Subaru prevents further tragedy and brings Ayumi Yoshida [Yukiko Iwai] to safety, along with Sonoko Suzuki [Naoko Matsui]. In the aftermath, Subaru Okiya receives a call from James Black [Iemasa Kayumi], and the voice on the line is delivered with the timbre of Shuichi Akai [Shuichi Ikeda], signaling new layers to the case and the watchers who remain in the shadows.
