Sally Adams [Ethel Merman] is a wealthy Washington, D.C. socialite whose deep tie to political circles unexpectedly lands her the role of the United States’ ambassador to the tiny duchy of Lichtenburg, even though nothing in her background prepares her for diplomacy. To keep the posting lively and to help handle the media storm, a bright, enthusiastic journalist, Kenneth Gibson [Donald O’Connor], persuades Sally to let him tag along as her press attaché, turning a formal mission into a dynamic blend of protocol, charm, and real-world reporting.
In Lichtenburg, the new ambassador’s arrival unsettles the old guard. The chargé d’affaires, Pemberton Maxwell [Billy De Wolfe], resents Sally’s informal mood and even demands to be addressed as “Madam,” a sign that old-school etiquette still holds sway. A central issue gnaws at the duchy: Princess Maria [Vera-Ellen], niece of Grand Duke Otto [Ludwig Stössel] and Grand Duchess Sophie [Lilia Skala], is set to wed a neighboring prince, Hugo [Helmut Dantine], but the dowry required to seal the deal is presently out of reach.
Seeking to shore up Lichtenburg’s standing and independence, Prime Minister Sebastian [Steven Geray] proposes a bold plan: ask Sally’s close friend in Washington for a loan of $100 million, a move that irritates the foreign minister, Cosmo Constantine [George Sanders], who champions self-reliance and national dignity. Amid the political maneuvering, Sally finds herself drawn to Constantine, while Kenneth develops a sincere, if impractical, crush on Princess Maria after a playful encounter in a department store.
Diplomacy and romance twist together as events unfold.
