After a gunfight with a posse, the James Gang rides into Quinto, a law‑less strip of land outside U.S. jurisdiction where outlaws run free. Sheriff Rowley arrives in pursuit of his wounded brother, but his badge holds no sway. He befriends the James boys while becoming entangled in town politics, including a contentious vote on annexation to Oklahoma that could finally bring lawful authority to the frontier.

Just north of Texas and west of the Oklahoma border lies Badman’s Territory, a rugged patch of land not yet part of any state. Here, Jesse James and his brother Frank James head after a train robbery, joined by their partner, Coyote.
Mark Rowley, a steadfast lawman, and his deputy brother Johnny Rowley pursue the James gang, while a ruthless U.S. marshal named Hampton stops at nothing to grab what he wants—he even wings [Johnny Rowley] to seize the newly captured Coyote.
In the town of Quinto, newspaper editor Henryetta Alcott stands as a tireless crusader for law and order, and Mark quickly takes a liking to her. He also helps Belle Starr win a big race for her horse, a detail that threads the community together amid mounting tension.
Johnny’s injuries heal, but the Dalton Gang persuades him to go bad and join them. Mark tries to dissuade him, and he shoots a man named Hank “Mac” McGee who stole his horse. Hampton posts wanted posters for both Rowleys as the pressure builds toward an inevitable clash.
Henryetta spreads the word that Oklahoma has annexed this territory into the union. Mark is appointed a “regulator” and, before riding to Coffeyville, Kansas, to face the Daltons, he even proposes marriage to Henryetta.
When Johnny is shot and killed, Mark and Coyote bury him in the woods, where they overhear Hampton and his men plotting to ride to Quinto. After evacuating the town, Rowley confronts Hampton and is taken into custody. Soon after, Coyote arrives and is shot by Hampton after refusing to testify against Rowley.
The story ends with Hampton exposed and Rowley being found not guilty, then riding off in a wagon with Henryetta Alcott.
