On the night shift, nurses roll dice to decide which AIDS patient will die next. The gay bathhouse owner is diagnosed with Kaposi’s sarcoma but still pursues profit. A dying epidemic victim injects a reporter with a contaminated syringe. The government imposes a quarantine called “Hell Gay Land.” Gay militants then kidnap the Minister of Health.
