In the celestial realm of Heaven, angels have the important mission of ensuring that earthly souls discover true love. Among them is the “Captain,” Gabriel, who grows increasingly frustrated upon reviewing the files of his angelic partners, O’Reilly and Jackson, whose recent assignments have only resulted in heartbreak and divorce. In a surprising move, he introduces a bold new strategy: if their next couple fails to fall and remain in love, which he admits is a daunting challenge, O’Reilly and Jackson will be banished to Earth indefinitely.
Meanwhile, on Earth, Celine Naville, the pampered daughter of a wealthy businessman, crosses paths with Robert Lewis, a janitor working for her father’s company. After losing his job and being replaced by a robotic counterpart, Robert seeks solace in a local bar, only to have his heart shattered when his girlfriend, Lily, declares she is leaving him for an aerobics instructor.
In a gamble to ignite romance through shared peril, O’Reilly and Jackson assume the guise of collection agents to retrieve Robert’s belongings and forcibly evict him from his apartment. This leads Robert to storm into Mr. Naville’s office, where a confrontation escalates, resulting in him wrestling a gun from a security guard. In a reckless act, he kidnaps Celine and drives her to a secluded cabin in the California woods. Surprisingly, instead of escaping, Celine chooses to stay, plotting revenge against her father and suggesting they demand a lavish ransom.
In a twist of fate, the angels act as bounty hunters and strike a deal with Mr. Naville to recover his daughter and eliminate Robert. Although Robert’s initial ransom attempt fails, Celine inspires him to persist. They engage in an alcohol-fueled night, culminating in them spending the night together. During this intimate time, Robert shares a chilling dream where they participate in a game show, and she is forced to shoot him with an arrow through the heart.
Courageously, Robert makes a second ransom demand - this time with a letter written in Celine’s blood. Mr. Naville agrees to the payment, and the angels prepare to meet Robert in the forest. However, they are alarmed to find Robert is willing to let Celine go for the money when O’Reilly intervenes.
As O’Reilly and Celine wait by the car, Jackson takes Robert into the woods with nefarious intentions. Yet, Celine manages to throw a punch at O’Reilly, flees into the woods, and knocks Jackson out with a shovel. In a frantic escape, Robert and Celine jump from the car, which spirals off a cliff, leaving the ransom money behind.
Short on cash, Celine decides to execute a bank heist. The plan initially unfolds flawlessly until a security guard opens fire, hitting Robert in the thigh as he pushes Celine to safety. She hastily drives him back to the city for treatment from Elliott, a dentist who had previously proposed to her. Upon awakening post-surgery, Robert is horrified to find Celine engaged in a flirtatious game with Elliott. A scuffle ensues, and Robert knocks the dentist out cold. Heartbroken, he exits the car when Celine explains her actions were solely to secure help for him.
To mend their strained relationship, Jackson pens a heartfelt poem, disguised as Robert’s work, which prompts Celine to run back, claiming Robert has captured her heart. However, this plan backfires when Robert admits he didn’t compose the poem, leaving Celine humiliated and fleeing once more. Desperate to regain their grip on love, the angels spiral into their own plan, opting to kidnap Celine for ransom as well.
Determined, Robert tracks Celine to their hideout, bravely defeating O’Reilly and professing his love amidst a struggle with Jackson. Just then, Mr. Naville’s butler, Mayhew, bursts in and shoots the angels. As Celine remains trapped in the trunk, Mr. Naville and Mayhew plan a murder-suicide staged around Robert and the angels’ bodies.
In the heavenly realm, Gabriel’s secretary pleads for his intervention, which he eventually provides after reaching out to God. Celine escapes the trunk, arming herself before confronting her father while Mayhew holds Robert at gunpoint. In a critical moment, she shoots Mayhew in the shoulder, unintentionally sending the bullet through Robert’s heart, reflecting the very dream he had shared with her.
In a miraculous turn, both O’Reilly and Jackson awaken. After Gabriel praises their successful mission, the two angels hold hands, suggesting they may have found love of their own.
