Dragon’s mother, [Sheren Tang Shui-Man], leaves him half of a Jade amulet pendant and reveals that Tiger holds the other half. After she dies in a fire, Dragon is taken in by Ma Kun, [Chen Kuan-Tai], a ruthless Triad boss, and grows up as his loyal bodyguard. Ma Kun’s gang is tied to the Luocha Cult, a Pan-Asian drug operation led by Shibumi, [Yu Kang], who commands fearsome kung fu masters and rules the underground market from Hong Kong.

Years later, a tense restaurant encounter pulls the brothers into the shadow war. Tiger and his friends are dining when Ma Kun’s men arrive to deliver the Luocha Plaque, an emblem of authority second only to Shibumi. A skirmish erupts as Tiger’s group clashes with Ma Kun’s, and in the chaos a companion absconds with the plaque. Dragon appears and clashes with his half-brother, unaware of their blood tie, while Ma Kun signals Dragon to retreat. That night, Scaly, [Vincent Sze Cho-Lam], Ma Kun’s ruthless henchman, drugs Dragon and Tiger to weaken them, hoping to prove his own strength. Meanwhile, Ma Kun chooses to retire, aided by Dragon, who wants to return to Dragon Tiger Gate, and his daughter Ma Xiaoling, [Dong Jie], who longs for a simpler life. Shibumi sees this as an insult and sends his deadly Double Devils after Ma Kun. He also uses Rosa, [Li Xiaoran], to lure Dragon away while his henchmen close in.
